Align tinytools dependencies with 0.4.0 vendor release

Summary

• align every local tinytools and tinytools-agent dependency with the vendored 0.4.0 release merged in Add Python / TypeScript code-style tool dispatchers #184
• regenerate Cargo.lock while retaining the 0.3.0 git dependencies required by tinyinference
• restore workspace compilation after the vendor gitlink update

Verification
