Apply the approved base + standalone-software profile release layer: LICENSE (MIT, Toby Rosen), AGENTS.md, CHANGELOG.md, release-please config and manifest, version.txt, pyproject.toml, CONTRIBUTING, SECURITY, CODEOWNERS, issue/PR templates, docs/decisions, smoke tests, release workflow, and README badge row + release/versioning sections. Existing CI (fleet-ci caller), renovate, pre-commit, product code, and SKILL.md are unchanged. GitHub-only distribution; starts at v0.1.0.
