Pull requests no longer get a "Validate PR title" check. The workflow was generated by projen, so this disables it at the source with github_options={"pull_request_lint": False} in .projenrc.py. Regenerating deleted .github/workflows/pull-request-lint.yml and its entries in .gitattributes, .gitignore and .projen/files.json.

The lint was the only projen-managed workflow that used a pinned third-party action. So this also removes the unused amannn/action-semantic-pull-request pin and the pin_github_actions helper from src/bin/cicd_helper.py. After regenerating, cdk-validate.yml and the deploy workflows are unchanged.

main has no branch protection, so no required status check depends on the lint. The README and docs never mentioned it.

Validation

• uv run projen regenerates cleanly.
• pytest passes (4 tests).
• agent-validate check --pr passes.
• ruff check reports no issues in the changed files. Repo-wide ruff check and ruff format --check still fail on files this PR doesn't touch, such as src/app.py and src/stacks/github_oidc_stack.py.
