Summary
Adds AGCFG-011 (high, 0.7, scope repo) in the new
agent_config/fetch_permissions.yaml,bumps the manifest to schema 29 and adds the README tree line.
Schema version
29 is provisional (CSDK-115 / #197 holds 27; MCPCFG-003 holds 28). The later PR to merge renumbers.
Dependencies and order
Needs the engine PR (predicate
repo_settings_preapprove_user_content_fetch).Merge order: engine, rules, rulebook. Do not merge before the rationale-doc PR is
ready, since the strict gate fails on a shipped rule without a doc.
Notes
The rule file is byte-identical to the engine fixture copy.
badges/rules.jsonis untouched (CI refreshes it).
