Fix Magisk CI setup and CodeQL Kotlin version pin

• Combined rootAVD step and Magisk test step in build.yml.
• Replaced shutdown with reboot via sed in rootAVD.sh to retain runner state.
• Pinned Kotlin to 2.1.0 in codeql.yml to resolve CodeQL autobuild extractor incompatibility.
