ci(linux): fit the AppImage launch job timeout around its apt budget - #315

Noble's weston hard-depends on a 97-package, 65 MB set (RDP, PipeWire, the codec stack), so --no-install-recommends cannot shrink the install and the 3x480s bounded budget is what a slow mirror needs. The job timeout of 20 minutes cancelled runs mid-install before that budget could complete; 35 minutes gives the budget room plus test time.

Follow-up to #309. The AppImage Wayland launch job allows the bounded apt install budget (3 x 480 s plus a bounded update) but cancelled at 20 minutes; noble's weston hard-depends on a 97-package media set that --no-install-recommends cannot shrink, so on a slow mirror day the install needs the full budget. Raises this job's timeout to 35 minutes.
