Four agent-UX defects from today's reports, fixed together because they all come down to agents getting the wrong answer from the CLI or MCP surfaces without being told.
A --for intent that reduces an explicit --limit now says so (receipt, warning, filters.requested_limit, restore_with); the quickstart recommends the measured canonical pm context --for orient
MCP read tools now read every declared flat parameter; pm_search honours its declared keywords alias
Details
GH-1643: atomic select-claim-start. Any --start used to go to the explicit-id target check, which ignored --next and answered "pass --next". MCP failed the same way. runClaim now accepts start and advances the item to the configured in-progress status inside the claim's own mutateItem callback, using the same pattern release --handoff uses. That gives one write and one claim history event, with type-workflow enforcement, terminal_state_conflict for terminal items, and a start { from_status, to_status } receipt. claim --next forwards start through its race-loss walk, so filters, --max-attempts and --if-available are unchanged. Explicit claim <id> --start keeps its documented claim-then-update composition and its typed refusal (an existing integration test pins both). PmClient.claimNext({ start: true }) is typed. The MCP schema no longer forbids start + next.
GH-1644: disclosed intent limits. The orient budget really does carry 3 rows: 10 rows measure ~5,900 JSON tokens on this 3,173-item tracker. So the ceiling stays, and only the silence is fixed. pm context --for orient --limit 10 now reports:
restore_with is a flag to add to the original command, like an omission receipt's restore_with: "--full", so every positional, inline filter and option is kept. Adding it returns 10 rows at 4,637 estimated tokens within budget. list --for triage and search --for discover behave the same way. The replayed agent-task transcripts moved to the canonical form; the token baseline changed only its digest, because the output is identical.
GH-1642: envelopes. Measured against the published 2026.10.31 package on this tracker:
items_encoding stays, because it is the lossless decode contract for the matched_fields list column.
The default sort keeps its effective comparator order: the #1507 contract and its integration spec require that disclosure. It is now one line instead of seven. JSON, --full and SDK results are unchanged.
Review round 1 (CodeRabbit). Fixes applied:
Start now enters a configured custom in-progress status. This bug predated the PR and affected both explicit and ranked starts.
The compact receipt keeps start.
A post-commit attribution failure is now a warning, not an error.
restore_with is a flag fragment, omitted for unsafe budgets.
The list filters echo fix is complete.
The docs state that pm_search's query stays top-level.
Starting an item with an open blocker matches update semantics and is filed as pm-urzubi.
pm-hke9z7: MCP flat parameters. Flat-to-options hoisting was a hand list. pm_context had no entry at all, and for/tokenBudget/depth never reached pm_list, pm_search, pm_next or pm_get. Hoisting for these five read actions is now derived from PM_TOOL_ACTION_PARAMETER_CONTRACTS, and nested options still win. A regression spec iterates every declared optional key.
Static gates green locally: static-quality (complexity, docstrings, SDK import boundary), lint, duplicates, contracts, error-code catalog, SDK surface (optional additions acknowledged), surface replication (two CLI refusals moved into the SDK), command grammar, flag parity/lexicon, refusal closure, agent-task tokens, MCP deprecations, gate registry, entrypoint costs, transport floor, and the tracker-context-quality/graph-composition/record-integrity assurances. The dependency advisory gate cannot reach OSV from this workstation; CI runs it.
Also in this PR: #1641 (nightly quality) is closed with its root cause (the advisories fixed in #1638), and the release-health checkpoint is recorded on pm-7zs0.

…errides, leaner list/search envelopes, MCP flat read parameters
GH-1643 (pm-gh1643): `pm claim --next --start` was refused with "Specify
an item id or pass --next" even though --next was passed. Any --start went
to the explicit-id target check, and MCP pm_claim failed the same way.
runClaim now takes an optional `start` that moves the item to the
configured in-progress status inside the claim's own locked mutation
(the release --handoff pattern). That means one write and one claim
history event, type-workflow enforcement, a terminal_state_conflict
refusal for terminal items, and a `start {from_status,to_status}`
receipt. claim --next forwards it through the race-loss walk, so
filters and --if-available behave as before. Explicit `claim <id>
--start` keeps its documented claim-then-update composition and its
typed refusal. The claim-target refusals moved into the SDK claim
module with typed codes (missing_required_argument,
ambiguous_option_combination) and never ask for a flag the caller
already passed. PmClient.claimNext({ start: true }) is typed. The MCP
schema no longer forbids start+next, and start+ifAvailable is exclusive
only with an explicit id.
GH-1644 (pm-gh1644): `pm context --for orient --limit 10` silently
returned 3 rows. The orient budget carries 3 rows (10 rows measure
~5,900 JSON tokens on this tracker), so the ceiling stays. The override
is now disclosed through context_intent.limit_override {requested,
effective, token_budget_for_requested, restore_with},
filters.requested_limit, and the warning
"limit_overridden_by_intent:--limit 10->3". This applies equally to
list --for triage and search --for discover. The three appliers share
one clamp helper. The agent quickstart, AGENTS.md, README, AGENT_GUIDE,
COMMAND_NAMESPACES, the pm-user skill reference and the replayed
transcripts now use the measured canonical `pm context --for orient`.
The token baseline shows only a digest change, because the output is
identical. The quickstart no longer calls explicit --start atomic.
GH-1642 (pm-gh1642): brief TOON pages printed redundant envelopes.
The list projection had stopped matching the default sort once sorting
gained effective_keys. It now drops the legacy sort/order echo and
keeps the effective default order on one line (the GH-1507 disclosure
contract), and drops a filters.limit equal to applied_limit. The new
public projectPmBriefSearchEnvelope drops truncated when it repeats
has_more and limit-only filters, and replaces the default
projection_metadata omission receipt with details --full. Measured
against published 2026.10.31: search 1,033 -> 863 B, list 988 -> 782 B.
JSON, --full and SDK results are unchanged.
pm-hke9z7: MCP read tools silently ignored declared flat parameters.
pm_context read none of them, and for/tokenBudget/depth on
pm_list/pm_search/pm_next/pm_get never reached the intent layer,
because flat-to-options hoisting was a hand list. Hoisting for context,
get, list, next and search is now derived from
PM_TOOL_ACTION_PARAMETER_CONTRACTS, and nested options still win. A
spec iterates every declared key. pm_search also honours its declared
`keywords` alias.
Generated artifacts were refreshed: the contracts snapshot, the
error-code catalog, the SDK surface (optional additions, acknowledged),
the agent-task baseline digest, and the surface-replication census
(two CLI refusals moved into the SDK).

Summary by CodeRabbit
New Features
pm claim --next --start selects, claims, and starts the next matching item in one operation.
MCP read tools accept supported parameters flat or under options; search also accepts keywords.
When context, list, or search limits are reduced to fit available budgets, output explains the effective limit and how to retry.
Bug Fixes
Brief list and search output is more concise while preserving meaningful filters and default sort information.
Filtered context now resolves dependency blockers outside the selected results.
Fixed claim-target handling and parameter processing across CLI and MCP operations.
Documentation
Updated command examples and agent guidance for orientation and claim workflows.
The pull request adds next-item claim-and-start support, reports intent-budget limit reductions, compacts qualifying brief TOON list and search output, and updates MCP read-parameter handling and context dependency resolution. It also updates guidance, tests, public-surface records, and release records.
Claim options and results include an optional start request and a receipt with source and destination statuses. The claim schema permits --next --start and rejects incompatible explicit-ID combinations.

The new next-item claim-and-start feature behaves correctly in the common case. Two edge cases can leave an agent loop stuck or receiving an untyped error: a strict workflow refusal on the top-ranked item, and a terminal item that is not forced. Some later search result pages are also not compacted in brief TOON output. Release-health records are missing some required evidence. None of these are data-loss or security issues, so the change is mergeable with follow-up.

Makes selecting, claiming, and starting the next available item a single locked mutation across CLI, MCP, and SDK surfaces.
Adds start handling inside the claim mutation callback, including workflow enforcement, terminal-state refusal, transition receipt, and one claim history event.
Propagates start through ranked selection, race-loss retries, MCP dispatch, typed PmClient.claimNext, and updated tool schemas.
Refines missing-target and ambiguous-target errors with typed codes and recovery guidance that does not repeat flags already supplied.
Preserves the existing explicit-id claim --start composition semantics.
Discloses when an intent-derived budget lowers an explicit row limit and provides a reproducible way to restore the requested page size.
Tracks an overridden caller limit during intent projection and adds requested/effective limits, token-budget requirements, restore commands, and warning codes to the returned contract.
Applies the disclosure consistently to context, list, and search intent flows while preserving existing budget ceilings.
Updates the canonical orientation guidance and related docs, transcripts, baselines, and generated public surfaces.
Introduces TOON-only compact projections for list and search envelopes without changing JSON or SDK result contracts.
Removes redundant pagination, limit, omission, and default-sort echoes from standard brief pages while retaining completeness and lossless row-encoding information.
Preserves non-standard, partial, inconsistent, or custom envelopes and exposes the effective default comparator in compact form.
Adds search projection support to built-in output formatting and public SDK output exports.

src/sdk/context-intent-contracts.ts:1084-1090 Minor · Functional Correctness · Poor tradeoff
Keep named read options in the limit-override restore_with command.
restore_with rebuilds the command from the command name, the read positional, --for, --limit, and --token-budget only. Other read options from the original request, such as --status, --type, --sort, and --order, are not included. For example, a reduced-limit pm list --for triage --limit 150 --status closed --sort updated is restored as pm list --for triage --limit 150 --token-budget <n>. Running the restored command can select a different set of rows, or return the same rows in a different order.
Either carry those options into the retry, or state in the disclosure that they must be re-applied. Serializing option values needs quoting rules, so this comment does not propose a diff.

Update the limit-override recovery command built in the receipt.limit_override

src/sdk/lifecycle/claim.ts:357-359 Minor · Functional Correctness · Poor tradeoff
Refuse explicit claim <id> --start when a blocked_by target is still open.
pm claim <id> --start runs runStartTask. That function calls runClaim with start removed, then calls runUpdate to set the in-progress status. Neither step reads blocked_by, and the status write does not clear it. An item with an open blocker can therefore end up in progress while blocked_by still names that blocker. The validator flags this state as non_blocked_status_has_blocked_by.
Check the blocked_by target in runStartTask in src/sdk/lifecycle/task-composition.ts, before runClaim. Refuse the start when the target is missing or is not in a terminal status under the runtime status registry. A target in a terminal status does not block the start. Do not add this check to applyClaimStart in src/sdk/lifecycle/claim.ts, because the explicit path does not reach it. Run the check before runClaim so that a refused start does not leave the item claimed.
Note: this behaviour predates this PR (already present at merge base 9585ea6ba9e4); the change keeps it reachable.

Review comment at @src/sdk/lifecycle/claim.ts around lines 357 - 359:
Update runStartTask in the task-composition flow to check the item’s blocked_by
target before calling runClaim; refuse the start if the target is missing or is
not terminal according to the runtime status registry, and allow it when the
target is terminal. Keep this validation out of applyClaimStart so a refused
start cannot leave the item claimed.

tests/unit/sdk/lifecycle/claim-start.spec.ts:116 Minor · Functional Correctness · Quick win
Reject next with an explicit id before the MCP start branch.
When start is true, runMcpClaimAction returns start_task for an explicit id before requireClaimTarget runs. A flat next: true is never read on that path, so the call starts the explicit item and ignores next. The shared requireClaimTarget refuses this combination with ambiguous_option_combination, so the action runner accepts an input that the lifecycle target check rejects. Moving the target check above the id branch makes this path refuse the combination. An id alone still starts the item, next alone still selects the next item, and neither input still fails with missing_required_argument.
Suggested fix
if (selectionOptions.start === true) {
- if (id !== undefined) return runMcpTaskCompositionAction(context, "start_task");- requireClaimTarget(id, next, true);+ requireClaimTarget(id, next, true);+ if (id !== undefined) return runMcpTaskCompositionAction(context, "start_task");
}
Add a test that runAction({ ...common, action: "claim", id, next: true, start: true }) rejects with ambiguous_option_combination. The existing next plus start assertion in claim-start.spec.ts omits id, so this combination has no coverage.
Note: this behaviour predates this PR (already present at merge base 9585ea6ba9e4); the change keeps it reachable.

Compact the limit-only and empty-runtime filters in brief list pages.
projectPmBriefListEnvelope keeps the raw filters key in ...rest. The compacted filters value is spread after it, but when compactEchoedFilters returns {}, the raw key stays. For filters: { limit: "3" } with applied_limit: 3, the default list page still prints the limit echo that applied_limit already states. The same happens for runtime_filters: {}. The sibling projectPmBriefSearchEnvelope already destructures filters and passes it to the helper. Apply the same pattern here.
Absent filters still yields no key. A non-record filters still passes through unchanged. Meaningful filter keys are still kept. The applied_limit value remains in rest, so its output is unchanged.

The generator emits the command with its closing backtick (src/sdk/init-agent-guidance.ts:201), so wrapping the constant in backticks matches the current guidance and rejects the appended flag.

…tus, keep compact start receipt, flag-fragment restore_with
CodeRabbit review round 1 on #1645:
- resolveStartTaskInProgressStatus ignored a configured
workflow.in_progress_status, so a workspace whose in-progress status is
"working" started items into its open status. That bug predates this
PR and affected both explicit and ranked starts. The helper now
returns the registry's in-progress status when it differs from the
open status, and otherwise keeps the in_progress alias lookup that
custom alias workflows rely on.
- The compact mutation receipt now keeps a plain-object `start`, so
default CLI JSON and MCP claim responses show
start { from_status, to_status }.
- Semantic attribution after a committed claim is best-effort. A failure
is reported as the claim_semantic_attribution_unrecorded warning
instead of an error for ownership that already persisted.
- limit_override.restore_with is now the flag fragment
"--token-budget N" to add to the original command, following the
omission receipt's restore_with convention. A rebuilt full command
dropped named options and inline search field:value filters. Both
restore fields are omitted when no safe-integer budget can carry the
request.
- The brief list projection destructures filters before compaction, so a
limit-only or empty-runtime filters block no longer survives.
- Docs state that pm_search's query/keywords operand stays top-level.
- A test pins that MCP claim {id, next, start} is refused with
invalid_argument_value.
Starting an item that has an open blocker matches update semantics and is
filed separately as pm-urzubi.
Follow-up findings from the first review, all addressed in 3e66b23:
Keep named read options in restore_with: fixed. It is now the flag fragment --token-budget N added to the original command, so --status, --sort, positionals and inline filters are kept.
Refuse explicit claim <id> --start with an open blocked_by: out of scope here, but a valid improvement. pm update --status in_progress allows the same transition today, so refusing only on --start would make the two paths disagree; claim --next --start only selects ready, unblocked items. Filed as pm-urzubi, with one shared pre-write check across update/start and a declared refuse-or-warn policy.
Reject next with an explicit id before the MCP start branch: the combination is already refused before any write. The explicit-start composition returns invalid_argument_value ("--start cannot be combined with --next or --if-available"), and an existing integration test pins that code. I added the requested runAction({ id, next: true, start: true }) test asserting the refusal and kept the order, so that code is unchanged.
Compact limit-only/empty-runtime filters in brief list pages: fixed. filters is destructured before compaction, and specs cover {limit}, {runtime_filters: {}} and a non-echo limit.

…ency edges, terminal search compaction, nested option precedence
CodeRabbit review round 2 on #1645:
- pm context with a selection filter (e.g. --type Task) built its
dependency corpus from the filtered list. A blocker excluded by the
filter therefore dropped its reverse `blocks` edge, and the blocked
item was reported as unblocked. This predates the PR and reproduces
on published 2026.10.31; it became reachable from MCP once pm_context
hoisted flat filters. runContext now resolves blocker ids, containers,
the blockers section and the --parent subtree from an edge corpus: the
listed corpus when the list echo shows no selection filter, otherwise
one unfiltered scan. Displayed rows, scale and workspace memory stay
filtered. As a side effect, --parent <epic> --type Task no longer
reports the epic as not found.
- projectPmBriefSearchEnvelope also compacts a terminal search page,
which omits has_more, truncated, next_cursor and total, when its count
matches the rows; inconsistent shapes pass through.
- Flat-to-options hoisting treats a nested snake_case spelling (e.g.
options.token_budget) as already present, so nested values keep
precedence over flat camelCase arguments.
- runMcpClaimAction reads `next` only from the normalized runner
options, so nested next:false overrides a flat next:true for both
dispatch and the target check.
- Tracker: the pm-gh1642 acceptance criterion now states that the
effective default order stays visible, and the pm-7zs0 release-health
reminder is re-armed for 2026-11-02 06:00 UTC.

… refusal, no undeclared intent option, accurate receipts and docs
- resolveStartTaskInProgressStatus no longer returns a configured
in-progress status that the registry does not define; `pm schema
remove-status` can leave that dangling reference. It falls back to the
in_progress alias lookup, then to the open status.
- A quoted empty id (`pm claim "" --start`) now reaches the typed
missing_required_argument refusal on CLI and MCP.
- The intentRequestedLimit marker option is removed. Hosts attach
intent receipts with the caller's own options, so the requested limit
is read from options.limit and no undeclared option leaks into, or
can be spoofed through, list/search options.
- projectPmBriefSearchEnvelope refuses envelopes that carry a projection
block, and the effective_keys line is rendered only for asc/desc
comparator pairs.
- The SDK surface snapshot is regenerated from main with one
acknowledgement covering only the optional additions.
- Docs: the effective-order line applies to flat default lists only;
limit_override.flag is documented; the explicit-start
invalid_argument_value refusal is named; and the runClaim `start`
docstring states it is the single-write variant used by ranked
selection.
- Tests: exact filter assertions; the filtered-context spec checks that
the blocker row stays hidden; registry tests cover a dangling
in-progress status; empty-id refusal.
- Tracker: item titles now describe the fixes, so the generated
changelog reads correctly. pm-gh1644's recorded result matches the
flag-fragment restore_with, and fresh linked-test runs are recorded
at this head.

…ock, accurate GH-1644 criterion, reject the old orient command
The docs now say claim --next --start ranks candidates before any lock, then re-reads each candidate under its item lock for the single claim-and-start write. The pm-gh1644 acceptance criterion describes the shipped receipt: limit_override.requested, the warning without a budget, and restore fields omitted for unsafe budgets. The guidance tests assert that the old 'pm context --limit 10' command is absent.
