Dependabot-authored PRs can contain foreign commits, and workflow-generated pushes can leave event runs suppressed. This reusable workflow runs from trusted code, verifies every commit page against stable head/count snapshots, and only requests head-bound squash auto-merge for eligible Dependabot identities and metadata. Daily/manual audits use the same provenance checks, preserve verified requests, revoke unsafe requests, and never arm new ones.

CLI calls use three bounded attempts and SIGKILL; failed attempts discard partial output. The caller and README template use a daily audit plus manual dispatch, with an hourly fleet ceiling. No PR code is checked out or executed.

Round 5 fixes at 324c390e154dad11269e27ebbcfabf91d2b39fe3:

  • Audit revocation errors previously reported only a failure count. They now include the first 20 failed PR numbers and the omitted count, preserving the message prefix and immediate-retry warning. Tests cover one, two, 20, and 23 failed revocations plus mixed successful/preserved/failed requests.
  • Appended corrections on the baseline and implementation PM items withdraw the unsupported historical npm EUSAGE attribution. The closeout fixture intercepts the workflow's exact npm ci --ignore-scripts call; the historical failing executable and invocation were not captured. Existing hashed history records remain unchanged. The disputed scenario passes in the current full gate; that pass does not reconstruct the historical cause.

Validation, with final tracker receipt 83abb9e2946a5cdfa7263f7d97d41ec172b8f2df (the receipt changes only the implementation PM item and its append-only history):

  • node --test --test-concurrency=2 test/dependabot-merge.test.ts: 120/120 passed.
  • bun test --timeout 600000 test/dependabot-merge.test.ts: 120/120 passed.
  • Pinned PM linked audit command: 25/25 passed. Focused c8 run: 120/120 tests and exact 100/100/100/100 for the single policy module (170/170 lines and statements, 123/123 branches, 7/7 functions). This is policy coverage, not package-wide coverage.
  • Disposable behavioral revert: only restoring the previous audit function fails all five new regression cases; fixed baseline and restoration each pass 5/5.
  • Every changed history stream preserves existing byte prefixes against both the reviewed head and origin/main. Strict tracker health passes all ten checks with zero warnings.
  • Test typecheck, lint, 274 documented declarations, unchanged zero-threshold duplication, regenerated changelog and changelog check pass. Final committed privacy audit: 8,975 objects, approved identities, no credential or host-path findings.
  • Complete package release gates verified this round: 0/2. The local npm run release:check passed prechecks/privacy and progressed through existing integration cases without reported test failures, then its verified owned process tree was stopped at the required 30-minute CI cutoff. This interrupted attempt is not a pass. The serial local bun run release:check did not start. At the last observation immediately before the cutoff, all four source CI jobs and source CodeQL were queued; no further source-CI polling follows that cutoff.
  • Fresh final-head CI and CodeQL are queued and remain required. Queued checks are not approval. All tracker writes were completed before this observation.
  • Standalone npm run audit:prod, npm run pack:dry-run, npm run changelog:check and npm run verify:release-publish-attestation pass. Production audit reports zero vulnerabilities. No dependency pins, thresholds or SDK quarantines changed. No dist files are tracked. No owned local test/watch process remains.

Tracking: implementation and revert receipts, baseline correction, live and fleet acceptance.

GitHub auto-merge and scheduled audits are asynchronous. Required branch protections and reviews remain necessary for future unreviewed pushes; live token provisioning, event policy, acceptance and fleet adoption remain separate. No review replies, thread resolutions, mentions, merges, releases or live settings changes are performed.

The final complete review refresh found only the two addressed round-5 threads and no newer nonempty CodeRabbit review or outside-diff findings. Both touched PM items retain their statuses for orchestrator verification; my claims are released. No new PM CLI/SDK defect was established.

Explain Change →

Summary by CodeRabbit

  • New Features
    • Dependabot pull requests can now be automatically squash-merged when they meet the verified commit, authorship, event, and update-policy checks.
    • Scheduled and manual audits check open Dependabot merge requests; requests that fail validation are revoked.
  • Documentation
    • Added guidance on merge eligibility, token setup, audit behavior, and cases that require review.

Walkthrough

Adds a reusable Dependabot merge policy with commit-provenance checks, revocation, and scheduled audits. Updates the caller workflow, tests, README, changelog, and activation records. Separately, updates issue records to withdraw an unsupported diagnosis of a workflow test failure and document a later passing run.

Changes

Dependabot Auto-Merge

Layer / File(s) Summary
Policy checks and audit behavior
scripts/dependabot-merge.ts, test/dependabot-merge.test.ts
Adds policy input and result types, bounded GitHub CLI calls, and checks for pull request and commit provenance. The policy validates eligibility before arming auto-merge against the observed head, revokes requests when checks fail, and audits paginated open pull requests. Tests cover policy decisions, audit behavior, revocation, and failure cases.
Caller and reusable workflow execution
.github/workflows/dependabot-auto-merge.yml, .github/workflows/pm-github-dependabot-merge.yml, test/dependabot-merge.test.ts
Routes selected Dependabot pull request events to the reusable workflow. Scheduled and manual runs use audit-only mode. The reusable workflow configures permissions, checks and revokes existing auto-merge state, loads the trusted policy, and evaluates qualifying requests. Tests cover workflow wiring, retries, timeouts, and audit scheduling.
Documentation and activation records
README.md, CHANGELOG.md, .agents/pm/features/*, .agents/pm/chores/*, .agents/pm/history/pm-github-dependabot-activation.jsonl, test/dependabot-merge.test.ts
Documents policy eligibility, commit verification, caller setup, tokens, and scheduled audits. Adds feature and activation records. The activation chore remains blocked and lists runtime verification and fleet adoption as outstanding. Tests check the documentation and tracker declarations.

Baseline Test Failure Record

Layer / File(s) Summary
Failure investigation record
.agents/pm/history/pm-github-gaq8.jsonl, .agents/pm/issues/pm-github-gaq8.toon
Records a reported workflow test failure, then withdraws the unsupported npm EUSAGE cause attribution. Adds evidence references and a later passing run while noting that the historical cause remains unknown.

Reviewer's Guide

This PR replaces author-only Dependabot auto-merge logic with a reusable, SHA-pinned workflow and standalone trusted policy that revokes first, verifies complete signed commit provenance and stable PR state, and arms squash auto-merge only for explicitly permitted updates; documentation and extensive behavioral/security tests accompany the change.

File-Level Changes

Change Details Files
Centralize Dependabot auto-merge eligibility and revocation in a reusable, trusted workflow and standalone TypeScript policy.
  • Replace the copied caller logic with a local reusable-workflow invocation and write-token wiring.
  • Revoke existing auto-merge before tooling and metadata, and fail operationally if revocation cannot be performed.
  • Load the policy from the workflow commit for external callers and trusted main for this repository without checking out or executing PR code.
  • Restrict permissions, pin actions by SHA, support only pull_request callers, and document migration and token/release-pin requirements.

README.md
Enforce complete, verified commit provenance and stable-head checks before requesting squash auto-merge.
  • Require Dependabot PR/event actors and API-linked commit authors, Dependabot or verified web-flow committers, and valid GitHub signature verification.
  • Read and validate all paginated commits, counts, unique full SHAs, current head, PR state/author, and repeated snapshot stability.
  • Fail closed for unsupported events, metadata/API failures, stale or changing heads, disallowed dependency updates, and malformed receipts.
  • Arm with an expected head, re-read afterward, and revoke on any refusal or post-arm inconsistency while emitting only short SHA/author-login diagnostics.
scripts/dependabot-merge.ts
Add broad policy, workflow-loader, security, failure-mode, and behavioral regression coverage.
  • Cover foreign authors/committers, unsigned or malformed identities, pagination beyond 100 commits, metadata groups/update types, stale heads, closed PRs, and revocation denial.
  • Execute the real launcher and pre-tooling shell in temporary non-git environments to verify trusted loading, pinned workflow constraints, argv handling, and fail-closed behavior.

P2: the documented custom-token path revokes its own auto-merge request

Reviewed and isolated-tested aaffdb6da1a6a5cea010f125aa562fb5cb6fbd72. The caller and migration example subscribe to auto_merge_enabled and recommend a repository-scoped write token when the Dependabot GITHUB_TOKEN cannot write. With a PAT or GitHub App token, this combination schedules a second run for the workflow's own arm operation, under that token's owner rather than Dependabot.

That second run clears the request before tooling, then the policy rejects its actor. Metadata is skipped for that actor as well. This is distinct from an intentional manual-actor veto: the first event and all commit provenance are valid, and the second event is generated by the supported merge-token path itself.

Controlled reproduction using the exact exported production function and in-memory API/mutation receipts, with one unchanged signed Dependabot/web-flow commit, an open PR and outstanding required checks:

  1. pull_request/opened, actor and triggering actor dependabot[bot], successful semver-patch metadata: returns armed: true; records gh pr merge ... --auto --squash --match-head-commit <head>.
  2. Deliver its pull_request/auto_merge_enabled event with actor and triggering actor merge-service[bot] (the custom token owner), metadata outcome skipped, and identical author/head/commit receipts: records --disable-auto, returns armed: false with the actor-refusal message, and never re-arms. Final auto_merge is null.

All 68 existing focused policy/workflow tests independently pass on Node 24.22.1; they do not cover this two-event interaction. No live token, auto-merge mutation, workflow dispatch, or release was used. GitHub's workflow-trigger documentation documents PAT/App-triggered runs versus the default token's recursion suppression; pull_request events include auto_merge_enabled.

Expected: the verified request remains armed while required checks finish, as intended by pm-github-dependabot-merge. Actual under the documented custom-token setup: it is cleared by the next run even without a foreign commit or head change. This prevents eligible pending PRs from auto-merging and adds a redundant run. This is a pre-activation defect, not a claim that the currently disabled own workflow has executed it; the default GITHUB_TOKEN path is not subject to this specific event recursion.

Please make the caller/event handling distinguish its own successful arm from a foreign enable operation before unconditional revocation, while preserving the foreign-commit/actor checks. Regression acceptance: model both events under a non-Dependabot write-token actor and retain the first verified request; separately retain revocation for foreign synchronize/commit events, stale heads and disallowed manually enabled requests. Verify the chosen handling with GitHub event semantics and keep the existing 68 cases passing. Merely relaxing the Dependabot actor check globally would weaken the intended policy.

Deduplication: inspected all 221 all-status issues/PRs, all 173 canonical TOON records at this head, and current PR comments/reviews/inline comments. No existing self-trigger revocation finding found; this evidence belongs on this PR rather than a new issue.

Minor · Functional Correctness · Poor tradeoff

Limit the main policy override to local-path calls.

The override at lines 69-71 checks only REPOSITORY. A remote SHA-pinned call to this workflow from unbraind/pm-github also loads the policy from main, not from job.workflow_sha. The README documents this exception only for the local-path caller. No caller in this repository makes a remote self-call today, so the path is latent.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.

The provenance filter may accept a GitHub-signed web-flow commit whose Dependabot author attribution was preserved or forged. Generic signature validity does not by itself establish that Dependabot produced the authored changes.

The policy could arm auto-merge for non-Dependabot-created content even though all supplied identity and verification fields pass.

This can occur when: A foreign contributor supplies a web-flow-signed commit attributed to Dependabot, and a later genuine Dependabot event retains that commit in the PR.

Outside-diff comment from the CodeRabbit review of 2652cc9 (remote SHA-pinned self-calls): fixed in 440b830. When the workflow is called remotely at a pinned SHA, it keeps that policy SHA for its own self-calls, so a caller pinned to a release cannot be moved to a different policy commit. A regression test covers it.

Revoke requests after workflow-generated pushes.

Provide an independent revocation path for these updates, or prohibit workflow-generated updates to Dependabot branches.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Run the revocation workflow from trusted code.

A foreign commit can modify this local reusable workflow before the synchronize run. The modified workflow runs from the PR merge commit and receives merge_token, so it can skip revocation or use the token before the trusted policy is loaded. (docs.github.com)

Run the caller and revocation logic from a trusted base revision. Pinning only the policy script does not protect the workflow itself.

Based on learnings: a local reusable workflow uses the caller’s commit.

Orchestrator review of 4a77bc0:

  • pull_request_target: accepted. The reusable workflow never checks out caller or PR code, loads its policy from job.workflow_sha, disarms before deciding, and arms only when actor, triggering actor and author are all dependabot[bot]. The two outside-diff comments are resolved by the new audit and by the trusted trigger.
  • Blocking: the audit cron 3-58/5 * * * *. It runs every 5 minutes in this repo, and the caller template would copy it into about 32 fleet repos. That is roughly 9,000 runs a day on the account's shared 20-runner pool, which has already starved pm-cli CI twice this week. Please make the audit at most hourly (or daily, plus workflow_dispatch), state in the README that fleet callers must not schedule it more often than hourly, and add a policy test that refuses schedules more frequent than hourly in the caller template.

Follow-up to the orchestrator finding: fixed in 37049e0/b4b9cbe. The audit runs daily (23 4 * * *) plus workflow_dispatch, the README says fleet callers must not schedule it more often than hourly, and a caller-policy test refuses schedules more frequent than hourly (5-minute, 15-minute, hourly and daily cases: 11/11). dependabot-merge tests 115/115 on node and on bun.
