Enable the fixed Cargo incremental request only in the existing admitted WO24 mutable-generation list/run branches. Honest/fallback requests, the complete default target graph, debug2, all eight mutant/refusal/restoration consumers, credits and cleanup remain unchanged. Add the focused maintained selector controls in test_phase_diagnostics.ps1.
Independent source review and the actual maintained closed caller passed 19 cases/88 assertions. A separately reviewed isolated Windows candidate validation completed 52 requests/48 list-runs, all eight exact mutant causes and restoration footers, eight B-mode proofs, and source/cleanup checks. Its 192 product hashes are executor observations; successful cleanup deleted those binaries. The original failed long-path validation remains retained.
Required two-platform Full PR CI is still pending. This has no Linux/hosted performance or overall speedup claim; earlier positive eight-row and negative two-row experiments remain distinct. Ordinary CI need not expose rustc flags, and the maintained phase helper has no identified external Full invocation. No merge or health-dispatch authority is requested here.
