The compiler-front phase is the largest measured serial Windows Full preflight phase. Its WO22/WO23 aggregates do not yet attribute discovery/list requests separately from selected-test requests. Add optional exact label-and-selector mappings for the existing 16 WO22 and 13 WO23 guarded mutation owners to the existing list/run timing envelopes. Both B14 owners get distinct stable diagnostic IDs. Existing WO24 mappings, actual commands, default targets/debug2, incremental admission, deadlines, refusal/restoration, cleanup and credit remain unchanged.
Extend the maintained closed controls for exact mappings, case/selector nonmatches, list/run failures and optional marker-writer failures. Independent source review accepted the two-file candidate. A separately approved source-selected, in-memory Windows PowerShell run passed 63 cases and 339 assertions, including 113 simulated capture calls; independent saved-results review passed. This did not run real Cargo/Hum mutations, filesystem marker transport, Cranelift JIT, or the maintained outer helper/Full entry point.
Required hosted Windows/Ubuntu Full PR CI is pending. Full must retain all existing checks and real mutations/JIT work. The maintained phase-control helper has no identified external Full invocation; its synthetic result remains separate. Timing is report-only: missing/incomplete diagnostics do not grant credit or fail Full. List spans include discovery/build/capture/admission/validation; run spans include capture/validation. Intentionally rejected mutants may have failed run spans while their campaign correctly passes. No optimization, CPU time, hosted savings or whole-CI speedup is established.
