Migrate expr GNU BRE matching and its injectable regex provider contract to published Icod.Expressions 0.1.0-alpha.1. Both expr and its test project reference the package with Aliases="Expressions"; CommandFramework diagnostics and CoreUtils Shared remain in place. The package verifier requires tools/net10.0/any/Icod.Expressions.dll. No CommandFramework production code changes.

The public Command.RunAsync injectable provider changes assembly identity. The user approved treating this as a breaking change; this PR starts the CoreUtils 2.0.0-alpha.1 prerelease line, documents that in-process callers must rebuild/update provider references (including an alias example), and leaves room for further 2.0.0 API refactoring. The CLI stays unchanged. This PR does not publish the prerelease.

Test-first evidence: run 40055078365 failed the new assembly-identity test as expected (Icod.CommandFramework actual). Final run 40056259834 passed metadata and the full solution build/test on Linux, Windows, and macOS, including Linux package verification. Independent code review found no blocking issue.

Other CoreUtils regex callers migrate separately. The tac provider/options bug remains tracked in #190.
