fix(ci): valid moon project config for packages/create#24

packages/create/moon.yml was a stub ('version: 1.0'), which moon 2.2.6
rejects at parse time — every CI and Release run on main has been red since
feat(create) landed. Replace with a minimal valid project config (verified:
moon project create + moon ci pass locally).
