[BUG]: vfox search java jb on Windows misses versions that only ship as tar.gz #72

Describe the bug
Leftover from #26. Since #58 the plugin falls back to tar.gz only when Foojay has no zip at all, and vfox search goes through the same lookup:

JetBrains publishes zips for its newer builds now, so on Windows vfox search java jb only lists those. Around 100 tar.gz-only versions per arch are missing, 21.0.5 among them. Installing one of them by name still works, because the per-version lookup finds no zip and falls back.

What Foojay returns for jetbrains on Windows right now: 67 versions as zip (x64 and aarch64 alike), none of them 21.0.5+79248, and for version=21.0.5 no zip but 9 tar.gz packages.

I don't have a Windows machine at hand, so I checked it by running available.lua and lib/foojay.lua with the HTTP responses stubbed to match the API:

windows `vfox search java jb` lists: 21.0.8+895146-jb
windows install lookup for 21.0.5 finds: 21.0.5+79248

Querying both archive types on Windows and merging them (zip first) would make search and install agree.
