The 0.14.0 dependency upgrade raised the floor to cryptography>=50.0.1. cryptography 49 and later publish no macOS x86_64 wheel (arm64 only), so the offline macOS-Intel build failed its install dry-run on main (run 36458525432). All other platforms built fine.

This restores cryptography>=48.0.1. pip still picks the newest release where a wheel exists, and 48.0.1 (universal2) on Intel Macs. A comment in pyproject.toml explains why the floor must stay there. Verified locally with a macOS x86_64 dry-run resolve for Python 3.12 and 3.13.

The v0.14.0 tag goes on the merge commit of this PR, so all five distribution ZIPs come from one build.

The 0.14.0 dependency upgrade raised the floor to cryptography>=50.0.1,
but cryptography 49+ publishes no macOS x86_64 wheel. The offline
macos-x86_64 build then failed its install dry-run (main build
36458525432). Back to >=48.0.1: pip still picks the newest release where
a wheel exists and 48.0.1 (universal2) on Intel Macs.

The prereq dialog can close before the retry POST is sent, so the
immediate call-count assertion raced on CI.
