Explain the admin warning badges with a help popover - #207

The "pending sync" and "key missing" badges carried their explanation in a title attribute, which only a mouse hover reveals and nothing hints at. A help button beside each, like the rest of the page, shows it on touch and keyboard too.

Straightforward: the button next to "key missing" opens its explanation in the seeded admin users tab. The seed has no user with a pending sync, so that one I only read.
