fix(pm): use remove for Yarn dist-tag deletion - #3358

Yarn Berry does not recognize npm tag rm. Use remove for Yarn, which also avoids the deprecated rm alias on Yarn Classic, and preserve rm for npm and pnpm. Cover Yarn 1 through 4 in resolver tests and verify real Yarn 2, 3, and 4 command routing with snapshots that reject deleting latest without changing registry data.
