docs(openclaw): refresh OpenViking operator guidance

Summary

Stacked PR 5/5 extracted from #2386, based on #2569.

This refreshes user/operator guidance after the smaller runtime PRs:

• adds a focused openviking-context-database operator skill
• exposes the skill through openclaw.plugin.json
• includes the skill in install-manifest.json optional files
• updates README/README_CN for recall trace, recall target types, and default-hidden add_resource

This intentionally avoids importing the large #2386 documentation bundle wholesale.
