Implements the next natural scaffold step for non-maze analytics assignments. This change fixes the report-template routing bug so generic report assignments no longer receive the maze report format, adds a dedicated Python ML project scaffold mode, and introduces NSL-KDD plus kagglehub starter generation with EDA helpers, baseline model training modules, report structure, and presentation outline artifacts. Validated with .venv/bin/python -m pytest -q.
