Simple, self-contained changes skip OpenSpec and go straight to implementation:

- **Scope**: a single file or a small set of related files, one logical change
- **No design decisions**: the approach is obvious from the request (bug fixes, small telemetry/logging adjustments, cosmetic refactors, docs/typo fixes)
- **No cross-module blast radius**: doesn't add new capabilities, change the manifest/schema, or alter protocol behavior

If the change would need a design discussion, affects how agents are configured, or spans multiple modules, use OpenSpec. When in doubt, OpenSpec is the safer default.
