插件仓库自己装不起来（workspace 协议引用内核包），所以 alipay / wechatpay 的 69 个用例（协议签名、回调解密、轮换密钥选取）此前**只在本机绿过** —— CI 只验证了 「装得上、frontend 能构建」，没验证行为。 这两份测试是纯密码学的：自签密钥对扮演商户与渠道，不碰数据库、不出网，所以放进 已有的插件安装步骤即可，代价不到一分钟。装完不跑测试等于把「能不能装」当成「对不对」。
