Follow-up to #546. Publishes the arm64 entry now that
dockercli-v29.9.1exists.sha256
02eb3c7a…d9668matches the downloaded exe and the published.sha256asset; the exe starts with the PEMZheader; the release's commit file readsdocker/cli v29.9.1 dfc520dc…. amd64 is untouched.go test ./internal/dockerclipasses.
