Fix broken links: Budget Pacing anchor in campaign management reference

Summary

The "Budget Pacing" links introduced in #211 (and one pre-existing instance with the same mistake) point to /x-ads-api/campaign-management/reference#budget-pacing, but that anchor does not exist on the reference page. The Budget Pacing heading lives on /x-ads-api/campaign-management.

  • Line 1271 (new standard_delivery PUT deprecation note): same fix
  • Line 3054 (pre-existing line-item standard_delivery description): same fix, since it was identically broken

Context

Triggered by merge of #211 (docs: ads-api campaigns use LINE_ITEM budget optimization only). The two new deprecation notes referenced a Budget Pacing anchor on the reference page, but that section actually lives on the parent campaign-management page (### Budget Pacing at line 610).

The unrelated x-ads-api/analytics.mdx parsing error reported by mint validate is out of scope for this PR.
