Scope

Issue #268 for v0.13.1: review selected ordinary files when a merge request also changes safely separable Git submodule pointers. The pointer and submodule contents remain explicitly unreviewed.

The OCR 1.13.3 path freezes Git inputs, qualifies preview and native manifest against an independent ordinary diff, and stops before the model on unsafe shapes or zero selected ordinary files. Receipt v12 and pre-execution status v6 carry effective repository coverage without changing historical v11/v5 meanings. Partial runs cannot automatically approve or clear earlier finding threads. Local and GitLab reports show the omitted pointers.

Validation

  • Full local quality gate: 2380 passed, 12 skipped, 357 subtests; 86.35% total coverage.
  • Checksum-verified OCR 1.13.3 synthetic/integrated matrix: 65 passed.
  • Installed wheel/sdist behavior: passed through the quality gate.
  • Gitleaks staged, public tree and history, plus dependency audit: passed.
  • Codex Security: completed base..f65d519 and f65d519..1770a0c with zero findings and complete runtime coverage.
  • Local toolkit/OCR ChatGPT review of final runtime correction: native complete, 2/2 selected/completed, zero failed/reused/waived, DLP passed, zero failed tool calls and no findings. The preceding full-range reviews supplied findings that were fixed in the signed follow-up commits.

Eight signed commits are in this draft PR. Awaiting required hosted checks before protected merge.

## Release authorization

Stable version: 0.13.1. Tracked issue: #268. The next development marker
remains 0.14.0. The source epoch is 1792791144, the timestamp of the
reviewed feature merge.

The PR renders the Towncrier Feature section, advances the
checksum-pinned GitLab example and documented default, and archives the
complete repository plan. Registry publication and external readback
remain pending.

## Reviewed input

- Feature PR #269 merged as 7d65c3f.
Its tree equals reviewed feature head
1770a0c.
- Main-bound TestPyPI development run 40027515567 passed build,
publication, provenance and installed-artifact verification for
0.14.0.dev124. Independent registry readback found exactly the wheel and
sdist.
- The feature runtime passed local quality, installed OCR 1.13.3
qualification, Codex Security and the final local toolkit/OCR ChatGPT
review before its protected merge.

## Release candidate validation

- Final local quality: 2380 passed, 12 skipped, 357 subtests; 86.35%
total coverage.
- Focused release contracts, plan lifecycle, instruction contract and
documentation navigation passed. Generated release notes contain only
the new 0.13.1 section and the adjacent v0.13.0...v0.13.1 comparison.
- Staged, public-tree and history secret gates passed. Dependency audit
found no known vulnerabilities. The release commit
a5de1cb has a verified SSH signature.

## After merge

The protected Release workflow authorizes the reviewed tree, publishes
and verifies stable TestPyPI/PyPI artifacts, provenance, attestations,
annotated tag, immutable GitHub Release and receipt. External
reconciliation follows its CI-owned readback; none of these publication
facts is claimed yet.
