Release the source-aware DLP corrections and local private audit CLI from #283 as v0.14.3.

• Stable marker: 0.14.3; next development line: 0.15.0. Update the authorized source epoch, issue metadata, example pin, Towncrier changelog and release notes.
• Tracked issue: DLP treats a numeric parser variable named token as a secret in existing_code #282. The Release workflow owns closure after immutable receipt verification.
• Archive the full reviewed plan and reset PLANS.md in this PR. Required stable delivery, independent external readback and verified owned-source cleanup remain outside the closed repository plan.

Validation: protected feature CI passed the supported Linux/macOS Python matrix; development TestPyPI workflow 41079397775 verified published artifacts, provenance and installs. The final runtime quality gate passed 3747 tests and 357 subtests with 88.79% coverage. Own-tool review completed 51/51 files with zero findings and an admitted diagram in #283; both complete post-quality corpus replays were unchanged. All 156 focused release/environment/documentation checks and lifecycle/instruction guards pass. One aggregate Codex Security scan was completed for the implementation; release preparation changes documentation and release metadata.

Publication and external reconciliation are pending this PR's protected merge. No later plan-closure PR is needed.
