Local risk analysis

Adds opt-in, on-device-only potential-harm assessment after HTTPS capture is durably recorded.
Keeps analysis advisory and asynchronous: it never blocks, changes, alerts on, or exports traffic.
Adds clear unavailable-model gating, retained-but-hidden findings, derived-data-only clearing, and Inspect/Reports controls.
Documents the privacy boundary and validates the generated site.
