Superseded by #50. Public v0.15.0 remains immutable, but its installed-artifact acceptance test exposed a managed-pack editor defect: submitting a selected app could invoke the sheet default Save and activate the pre-enabled Every-app draft. PR #50 carries v0.15.0 as ancestry, fixes the editor transaction and observation behavior, adds the regression gates, and will follow a fresh signed 0.15.1 release cycle. This PR is intentionally closed without merge because its post-publication acceptance gate did not pass.
