Changes

  • Run the push trigger on main only, so PR branches are no longer built twice.
  • Drop macos-15-intel and the 3x macOS lifecycle loop from PR CI (release workflow is unchanged and still runs both macOS architectures 3x).
  • Run cross-build only on pushes to main, and remove the unused upload-artifact step.
  • Remove the hourly usage inspects the selected point… e2e test, which failed intermittently across hour boundaries; the e2e fixture now waits out an imminent hour boundary.
  • Update the CI description in both READMEs.

- Run the push trigger on main only; PR branches were built twice
  (once for the push, once for the pull_request).
- Drop macos-15-intel and the 3x macOS lifecycle loop from PR CI. Release
  still runs both macOS architectures with three cycles before publishing.
- Dashboard e2e seeds data in the current hour; if the suite would cross an
  hour boundary, wait for the next hour before seeding.

Nothing consumes the codex-usage-binaries artifact; releases rebuild their
own binaries. Cross-build was the slowest job; PRs already compile natively
on Linux, Windows and macOS, so run the six-target build after merge.
