Fold hourly 1256 HIGH into notes §150

Summary

Rebased onto post-#76 main (6ef49bc, merged #76 lev).

Hourly 1256 (Boise ~12:56 MDT) lands in notes.md §150, composition items 777-792, and findings batch #130. TypeSafe Jev (Choice, Score, Noul) is the dominant exemplar of the decision-model class, named early. It is not the whole mandate.

Occupancy left in place:

• glance stays §147 (merged Fold yoheinakajima/glance (local VLM logit harness) #73)
