Explanation of Change

Help site follow-up for Show the category description hint on the expense creation description field, which made a category's Description hint render under the Description field while creating an expense (previously it only appeared while editing one).

The help site named the setting but never said how to set it or where members see it:

This PR adds two sections to Create-expense-categories.mdHow to add a Description hint to an expense category (steps through the Hint field and Save, plus the Rules/Control plan prerequisite) and Where members see the Description hint (below the Description field, on both creation and editing, as of the linked PR) — updates that article's keywords and internalScope, and adds one cross-link from Workspace-Rules.md.

Every label used (Description hint, Hint, Save, Description, Set field requirements, Categories, Workspaces) was verified against dev NewDot web, and the wording follows docs/HELPSITE_NAMING_CONVENTIONS.md, docs/HELP_AUTHORING_GUIDELINES.md, and docs/TEMPLATE.md (single # title, task-based ## headings only, no ###, exact UI casing).

Docs-only change: no app code is touched. npm run spell-changed passes on both files.

    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
