ci: keep CodeQL results out of GitHub code scanning - #5

SonarQube Cloud already imports the CodeQL SARIF as part of the merged report. Uploading it to GitHub as well made each finding also appear as a github-advanced-security alert and PR comment. Co-Authored-By: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

I'll fix CI failures and address comments from users with write access. I'll skip comments containing "(aside)".

Summary
Sets
upload: neveron thegithub/codeql-action/analyzestep inSecurity-Scan, so CodeQL results go to SonarQube Cloud only. Before this change, every CodeQL finding showed up on PRs twice: once as a GitHub code-scanning alert (github-advanced-security bot comment plus a "CodeQL" check) and once through SonarQube Cloud. SonarQube Cloud already imports the same SARIF as part of the merged CodeQL + SonarQube report.
The analyze step still writes the SARIF to
../results, so the scrub →fix_sarif_paths.py→ artifact →sonar.sarifReportPathspath is unchanged. Not in this PR: SonarQube Cloud's own push of issues into GitHub code scanning (the alerts titled "SonarCloud /"). That is a SonarQube Cloud project/org setting, not something in this repo. Existing CodeQL alerts in the Security tab stay until they are dismissed.
