Prerequisite for commaai/openpilot#33207
On macOS, acados currently builds BLASFEO for Cortex-A57, but Apple Silicon uses a different ARM processor. Using
GENERICmakes it use portable code that works correctly on Apple Silicon, allowing the MetaDrive simulator to control the car properly.
