fix: move the rolling tag of the released major version - #521
release.yml took the major version from the newest tag in the repository (git tag --sort=-v:refname | head -n1), not from the release that was just published. Once any v3 tag exists (even a pre-release such as v3.0.0-rc.1), publishing a v2 patch would create or move v3 to the v2 code and leave v2 where it was. Users on @v3 would then run v2.
The manual trigger had a related trap: its defaults were tag: v2 and ref: main. After main switches to the v3 code, running it with the defaults would move v2 to v3.
Change
On release, the rolling tag is the major version of the published tag (v2.24.1 -> v2).
On workflow_dispatch, ref is the release tag to point at (required, no default). tag is optional and defaults to the major version of ref.
The step fails instead of moving a tag when:
the release tag (or ref) is not vX.Y.Z (branches, SHAs and pre-release tags such as -rc.1 are refused),
tag belongs to another major version,
the release tag is missing or is not the checked out commit (for example a branch with the same name got checked out).
Testing
Ran the new step locally against a repository with tags v2.24.0, v3.0.0-rc.1, v3.0.0, v2.24.1 (push replaced by a print):
Case
Result
release v2.24.1 after v3 exists
moves v2 (old logic: v3)
release v3.0.0
moves v3
dispatch ref=v2.24.1, tag blank or v2
moves v2
dispatch ref=v2.24.1 on a commit that also has v3.0.1
moves v2
dispatch ref=v2.24.1, tag=v3
error, nothing moved
dispatch ref=main
error, nothing moved
dispatch ref=v3.0.0-rc.1
error, nothing moved
branch named v2.24.1 checked out on another commit, or tag missing
error, nothing moved
release with a non-version tag
error, nothing moved
pre-commit and zizmor --offline pass on the file.
The v3.0.0-rc0 branch carries the same old release.yml, so it needs this change too when it is rebased.
The release workflow took the major version from the newest tag in the repository. Once any v3 tag exists, publishing a v2 patch would move v3 to the v2 code and leave v2 behind.
Now the major version comes from the release tag itself. A manual run takes the release tag as `ref` (no default), derives the rolling tag from it, and refuses a commit without a vX.Y.Z tag or a rolling tag of another major version.
The release workflow now requires a release tag for manual dispatch and makes the rolling tag optional. It selects and validates the release tag, then uses its major version as the rolling tag.

Summary
Select and validate release tag .github/workflows/release.yml
Manual dispatch inputs now identify the release tag and rolling tag. The update step selects the release tag from the release event or inputs.ref, validates the version and rolling tag, and reports the tag and release before retagging. A blank rolling tag defaults to the release’s major version.
A manual run can move the rolling tag to the wrong commit when a branch shares the release tag’s name. Verify the checked-out commit before retagging; otherwise, merging requires accepting this bounded risk.

Explanation
The title "fix: move the rolling tag of the released major version" matches the main change. The release.yml workflow now moves the rolling major-version tag (for example, v2.24.1 moves v2) based on the published release tag, and it rejects tags that do not match vX.Y.Z or that belong to a different major. The title names the primary change and does not use vague terms.

A commit can carry release tags of two majors, so deriving the tag from HEAD could pick the other major. Use the ref input itself, as its description says.

A branch named like the release tag would be checked out instead of the tag. Refuse to move the rolling tag unless the release tag exists and points at HEAD.
The Read the Docs build on 7fd5f4d (build 35648498) failed before any project step ran: its first command, pip install -U pip, timed out five times downloading from files.pythonhosted.org. This PR only changes .github/workflows/release.yml, and the same docs built fine on the two earlier commits (a1205ea, e267586). A rebuild from the Read the Docs dashboard should pass; I can't trigger one from here.
