What this changes
Adds a CODEOWNERS file (this repo had none), assigning the current DX maintainers of the embed packages: @dg-coreylweathers, @GregHolmes, and @deepgram-kiley. All three have write access here, so review routing takes effect on merge.
Part of re-establishing ownership across the four embed repos (ui, agent, react, browser-agent) per team decision 2026-08-30.
