Adds the next reliability layer on top of #171.

• FASTQ fuzzing: generated valid records round-trip; known corruption modes always raise; arbitrary text never raises unexpected exception types.
• Count-table fuzzing: valid tables round-trip losslessly; arbitrary text either parses into invariant-preserving tables or raises a documented parse error.
• AssaySpec fuzzing: arbitrary TOML either loads or raises AssaySpecError.
• Deterministic artifacts: assignment TSVs are byte-identical and conserve counts; panel certificates repeat exactly; feature-matrix artifact sets are byte-identical.
• Mutation-sensitivity cases: radius-vs-best, exact-vs-k1, unique-only-vs-count-all, and lossless-vs-float counts are each distinguishable.

Local gates: make quality (42 typed files, lint, 2128 pytest passed / 11 skipped, compat39 14 passed).
