fix(nav): list ADRs 0018-0024 in the hive sidebar and guard sync/nav drift

Closes #389

• Adds sidebar entries for ADRs 0018, 0019, 0020, 0022, 0023 and 0024 to NAV_STRUCTURE_HIVE in src/app/docs/page-map.ts, after 0017.
• Adds src/__tests__/page-map-adr-nav-drift.test.ts, which compares the adr/NNNN-slug.md references in scripts/sync-hive-docs.ts with those in page-map.ts so a synced ADR can't be left out of the nav.
• Adds a changelog fragment.
• Step 3 (committing the synced ADR files) was skipped; prebuild fetches them.
