Prepares Telegram 0.23.0 with guided setup, discoverable agent instructions and Windows guidance, alongside the already merged MCP setup/doctor, bot history import and forum-topic sending changes. Corrects the README bot-history overview and documents topic arguments in the MCP table.

Validation: 547 tests, lint, typecheck, Bun, generated command docs and test matrix, package contents, secret scan and every release:check passed. Previous feature PRs passed Linux/Windows/macOS CI.

Live: the owner approved Saved Messages smoke only. Captured steps passed account show, text/markdown/reply/edit, reactions, forwarding, pin/unpin, photo/file, poll/close and scheduling/listing. Final smoke output was unavailable after the process ended. A bounded reread identified the delivered scheduled test message; its sender and timestamp were checked, it was deleted, and a reread confirmed zero smoke messages remain. This is partial live evidence, not a complete passing smoke record.

Release remains pending separately approved forum-topic checks in an existing test forum with a second test account, and completion of live validation. Do not publish or merge this release preparation until those requirements are satisfied.

Rules review: explicit writes in src/telegram/adapter.ts send/createPoll; login cleanup in src/commands/session.ts:156–159; setup tracked cancellation/connection cleanup in src/commands/setup.ts:121–142; bot history cleanup in src/telegram/bot-history.ts:64–73 and shared bot store finally. QR files are removed after login, bot history diagnostics contain counts only, and setup output has no credentials. Audited README, docs and bundled skill against generated command diff.

Superseded by #255 and the coordinated release preparation in #254. Telegram 0.23.0 is already published, so merging this old version bump would downgrade current main. The unique bot-history import restrictions and forum-topic reply/retry clarifications have been preserved in merged #255, together with tested agent task guidance and the cli-messaging 0.140.0 update. All 10 CI checks passed on the full #255 head 47f141c; no live account operations or Telegram publication were performed.
