Agents can inspect one command path instead of reading the full command tree. Pins cli-messaging 0.140.0 and updates the bundled skill with workflows for historical agreements, meeting context and contact recommendations, including archive coverage and permission refusals.

Preserves the unique bot-history and forum-topic documentation corrections from stale release PR #231. Clarifies that batch reads reuse stored transcripts while a direct transcription request may run again, and adds the message-link tool to the MCP inventory. No version bump; the coordinated release remains in #254.

Validation on 47f141c: lint/typecheck, 972 tests passed / 1 skipped, coverage (95.14% lines), documentation spelling/Markdown/links, generated command docs/test matrix (1880 tested, 29 documented exclusions), and Bun smoke. Isolated real-CLI discovery checks passed for leaf/group scopes and an invalid path with no network attempts. All 11 applicable release checks passed; only the expected published-version and undated-Unreleased checks fail because this feature has no release bump. Platform CI runs on this PR.

No live account operations or publication. This feature changes agent instructions, documentation and discovery/store initialization through the pinned SDK; the subsequent release separately retains the required live smoke for the already merged unpin permission change since Telegram 0.25.0.
