Quest: quest/m1/test-flakes-2/handshake-ack.md (deleted here).

Problem

MOQ_SHAPER_SEED=13876846873975217772 cargo test -p moq-relay --test drills bursts_cross_a_cluster::impaired fails every run on main with publisher connect timed out. All of the client's ACKs of the server's first Initial are lost, and noq writes an ACK only while PendingAcks::can_send() holds, so the client's probes in between carry none. The server keeps resending its two-datagram flight, the shaper drops the tail each time, and the 10s connect budget runs out.

Fix

Bump moq-noq-proto and web-transport-moq to 2.0.5 (with moq-noq and moq-noq-udp in the lock). 2.0.5 carries moq-dev/noq#38: every Initial and Handshake packet repeats the pending ACK ranges, the handshake half of what quinn-rs/quinn#2747 does (and moq-quic already does).

This PR also adds the same mock-time test to moq-quic, lost_handshake_ack_repeats_in_next_packet, so the switch off noq keeps the behavior. It passes on moq-quic as is and fails if can_send_with_other_frames returns false.

The PTO cascade the quest asked about (an ACK resets pto_count while the Handshake PTO deadline is already past, and noq refires it within one handle_timeout call) is left alone. moq-quic's handle_timeout fires each timer at most once per call, so it does not cascade, and the switch removes it.

API: none. Wire: none (noq may now include an ACK frame in an Initial or Handshake packet that previously omitted it).

Tests

  • The seed above passes on this branch with 2.0.5 from crates.io (6.2 to 6.6s, 2 of 2).
  • bursts_cross_a_transport_peer::impaired, which the quest says failed the same way in the merge queue, passes 10 of 10 random seeds.
  • cargo test -p moq-quic lost_handshake_ack: passes.
  • just check: passes. An earlier run before the last rebase failed moq-ffi's shutdown_delivers_the_finished_track once under load, the flake quest/m1/test-flakes-2/ffi-shutdown.md tracks; 30 of 30 stress runs pass alone.

Outcome: the fix is moq-dev/noq#38 (draft), which repeats pending Initial and Handshake ACK ranges in every packet. Patched in, the failing seed passes 3 of 3 and 50 of 50 random seeds pass. This PR carries the matching moq-quic regression test and the quest deletion; it needs the 2.0.5 pin bump once noq is released.

Open decisions for the maintainer:

  1. Backport Relay support #38 to noq 1.3.x? Recommend no: Implement (forked) moq-transport-00 #34 was not backported either, and this repo pins 2.0.x.
  2. The PTO cascade was left unfixed in noq, reading the quest's "fix it only if moq-quic does the same" as "only if moq-quic also cascades". It does not, since quinn's handle_timeout fires each timer once per call. If the intent was instead "make noq match moq-quic", it is a small change in noq's handle_timeout loop. Recommend leaving it to the switch.

Review in Change Stack →

Walkthrough

The workspace dependency versions for moq-noq-proto and web-transport-moq changed from 2.0.4 to 2.0.5. A new test checks that a client’s next PTO probe repeats an ACK after packet loss and that the server records the ACK. The “Handshake ACK” quest entry and its investigation document were removed.

The dependency update is mergeable with a bounded test-coverage gap: the new regression test could pass without confirming that the lost handshake ACK was repeated.

Automated review by review (OpenAI)

Reviewed commit: ad87cc5.

No actionable bugs found in the repository-local changes. The manifest minimums and four locked fork packages consistently move to 2.0.5. The new mock-time regression drops the server flight tail and first client ACK batch, then checks ACK repetition without fresh server traffic. Preserving that behavior in moq-quic alongside the dependency update is a focused approach.

Coverage limit: the default ring-based large-certificate fixture exercises Handshake ACK repetition, rather than directly reproducing the reported fragmented-Initial case. A corresponding Initial-space fixture would strengthen coverage.

Verification limits: static review of all five changed files and the local packet-delivery/ACK-bundling code through GitHub. No builds, tests or impaired-seed runs executed. Upstream dependency implementation and release contents were not inspected because review scope is moq-dev/moq only; the reported 2.0.5 runtime fix is not independently verified here.

Assert the ACK range for the delivered handshake packet.

The test checks only frame_rx.acks. Any received Frame::Ack increments this connection-wide counter. The test does not capture or decode the packet that satisfies the final assertion.

A regression that omits the delivered head from the repeated ACK but sends one ACK for another pending range or packet space can still satisfy acks + 1. No other inspected test checks the delivered handshake packet’s ACK range.

Capture the final client packet and assert that its decoded ACK includes the delivered head packet number in the expected packet space.

Summary: moq-noq 2.0.5 is on crates.io (tag v2.0.5 in moq-dev/noq, which includes noq#38), so this PR now bumps moq-noq-proto and web-transport-moq to 2.0.5 and moves all four fork crates in the lock. Rebased onto main; the quest deletion kept main's new note that bursts_cross_a_transport_peer::impaired is the same bug.

Verified locally on the final head: the failing seed 13876846873975217772 passes, bursts_cross_a_transport_peer::impaired passes 10 of 10 random seeds, and just check passes. CI is green.

Reviews: Codex found nothing on 32e159b6d, and the OpenAI review of ad87cc543 found nothing; only a rebase onto main separates the two heads.

Declined CodeRabbit's nitpick (decode the probe and assert its ACK range). The client has received only the head datagram, so any ACK it sends can only acknowledge the head's packets. The frame_rx.acks + 1 assertion already fails when can_send_with_other_frames returns false, which is the behavior under test. Decoding the probe would need packet-decode plumbing this test file does not have, and wouldn't catch a new regression.

Public API: none. Wire: none (noq may now include an ACK frame in an Initial or Handshake packet that previously omitted it).
