quest(m1): plan the public model surface - #5717

WalkthroughThis pull request replaces the earlier public-model planning document with an overview and supporting plans. The documents define the scope for public Rust and JavaScript model APIs, record visibility inventories, and describe planned changes for ingest, serving, route answering, internal visibility, and deferred APIs. The overview and related quest links now point to the new plan. No API declarations or implementations change. Priority: ⬇️ Low Merge Risk: 🔵 Low · up to

Make narrowing a prerequisite for each implementation child
narrow.md says it must run before the other children, but this dependency list makes Narrow, Public ingest, Public serving, and Public routes and answering independent sibling requirements. Quest can therefore schedule an implementation child first, before the visibility rewrite and marker lint exist, defeating the promised compile-time guard while that child edits model APIs. Add Narrow to each implementation child's Required list; the deferred child can inherit it transitively.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Agreed. In b118d32 Narrow is in the Required list of ingest.md, serve.md and answer.md, so no implementation child can be scheduled before the visibility rewrite and marker lint; deferred.md inherits it through them.

Seed markers for all checked JS imports
When Narrow runs before the implementation children, this seed list leaves existing imports from other unexported modules unmarked even though the proposed lint rejects them. For example, js/net/src/lite/subscriber.ts imports BroadcastCache from consume.ts, Tail from tail.ts, and sendOrder from priority.ts; those declarations are neither exports of internal.ts/wire.ts nor @internal members, so the initial CI check cannot pass. Seed pending or private markers for every declaration reached through any module that index.ts does not export. (Written by GPT-5.6 Sol)
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Agreed. In ad9c07e the seed list also covers every declaration session code already imports from a module the index does not export (the consume.ts, tail.ts and priority.ts examples among them), seeded by running the grep and marking each hit, so the check passes on its first run.
