quest: pin the restart a follower gets when the serving epochless route leaves - #7370
Two epochless publishers on one path, and the serving one stops while the other stays: on the release line (before #5087) a downstream player gets no announcement, only its track subscriptions end, and playback freezes. Main announces a restart through the origin's announce cursor, as doc/concept/identity.md promises, but only a model-level test with no hold and no wire asserts it. route_dies_without_an_epoch covers the same triggers over the wire but checks only the subscription end and re-request.

Review
Round 1: a local quest review (Codex, gpt-6.1-sol, medium effort) ran from the maintainer's session with --root, outside this checkout, against origin/main at head 6e553b896259deb0db59a53401a02e60568e8d16. It reported 0 findings.
Head 7bd75d704b adds two things: a clean merge of current main, and a text edit to the quest's Plan. Since moq-dev/moq#7239 merged, route_dies_without_an_epoch's pinned_tests! already run moq-transport 18 and 22 epochless, so only lite-07-wip needs a separate epochless topology. That also removes the stale "whichever lands first" line. The local review is skipped under the simple-review rule, since the change touches only quests. The installed quest check --base origin/main passes when run with --root from outside the checkout. No code from this fork was run locally.
Online: Codex's thread on making lite-07-wip and moq-transport 18 and 22 required was fixed in ad7bf259e and checked again at 7bd75d704b. It is resolved. Pullfrog's check fails because of a billing outage, not this PR.
Land ejection (2026-11-01T20:44Z, failed_checks): the batch failed on the flaky moq-tokio::integration backend::quic_client_close_drains_finished_track. This PR changes only quest/m1/README.md and quest/m1/epochless-leave-restart.md, which no Rust test reads, so it did not cause the failure. Nothing changed for it beyond merging main.
No actionable plan defects found. Regression coverage on main, rather than another recovery mechanism or an implicit release backport, is the right scope: the origin cursor already emits a restart when the selected instance changes, while route_dies_without_an_epoch currently checks subscription termination and re-request for Disconnect and Unannounce without asserting that announcement.

moq-dev#7239 merged, so route_dies_without_an_epoch's pinned tests
already run moq-transport 18 and 22 epochless through the shared
topology. The Plan's "whichever lands first" and "lite-04 to 06 alone"
lines were stale. Only lite-07-wip needs the epochless topology.
