This plans the follow-ups from the 2026-10-30 /quest-afk run. The maintainer picked each one in a /quest-plan interview.

New quests

m0

m1

  • quest/m1/hls-reinit-same-codec.md [M] and quest/m1/hls-final-aac-segment.md [S]: the two export bugs moq-dev/moq#7387 found. hls-conformance.md now requires both.
  • quest/m1/js-close-range-finish.md [S]: a JS reader finishes after a clean close (moq-dev/moq#7349).
  • quest/m1/fmp4-bframe-decode-time.md [M]: fragments shorter than a GOP keep tfdt increasing (moq-dev/moq#7357).
  • quest/m1/js-early-latest.md [S]: the JS port of moq-dev/moq#7328's unresolved-copy floor.
  • quest/m1/quic-zero-rtt-leftovers.md [XS]: deletes moq-quic's remaining 0-RTT code. The ACK-in-0-RTT report on moq-dev/moq#7334 isn't reachable on main since moq-dev/moq#6837.

m2

  • The quest/m2/webrtc/ epic: we own our WebRTC stack. Its children:
    • rename.md [M]: moq-rtc becomes moq-webrtc and absorbs moq-ice and moq-tokio's webrtc transport.
    • vendor.md [L]: str0m, dimpl, is and sctp-proto are vendored and trimmed, DTLS 1.2 only.
    • sdp-bandwidth.md [S]: several b= lines per media section.
    • dtls-after-ice.md [S]: DTLS starts only once ICE nominates a pair.
    • clock.md [XS]: the vendored code takes moq_clock::Instant.
  • Single quests:
    • tls-reload-supervision.md [S]
    • publish-done-codes.md [S]
    • mp4-sigint-flush.md [S]
    • mp4-repair.md [M]
    • cmsg-windows-truncation.md [XS]
    • quic-dev-dep-path.md [XS]
    • aac-sbr-config.md [S]
    • hls-trailing-gap.md [XS]
    • apple-sink-thread.md [M]
    • js-bench-inventory.md [XS]

Edited quests

  • quest/m2/rtc-pacing.md: the NACK hook goes into the vendored str0m instead of upstream. The pacer is moq-congestion's, made public, and it now requires webrtc/vendor.md.
  • quest/m2/rind/rtc.md: DTLS 1.2 only, on the vendored stack.
  • quest/m2/p2p/native-quic.md: ICE gathering now comes from moq-webrtc.
  • quest/m2/quic-io-boundary.md now requires quic-egress-profile.md, whose plan now covers the moq-quic profile.
  • quest/m2/fill-wait-cancel-test.md now requires browser-baseline.md, whose PR is moq-dev/moq#7135.
  • quest/m1/hls-conformance.md: fix the two bugs first, then land the test.

Decisions (maintainer, 2026-10-30)

  • Which follow-ups to plan:
    • ✅ HLS export bugs, JS reader after close, fMP4 tfdt, the dot-segment backport.
    • ✅ TLS reload + qmux supervision, PUBLISH_DONE codes.
    • Not planned: errored end over moq-transport, JS Opus start.
    • ✅ Feature builds on PRs, prose waits as Required.
    • Not planned: joins in the open-GOP tests, a moq-ffi live-handle counter.
    • ✅ mp4 flush + repair, small cleanups.
    • Not planned: gapless audio switches, a configurable /fetch wait.
  • 0-RTT: "remove 0-RTT support entirely". The leftovers are dead code since refactor(quic)!: remove early-data connections #6837, so this is a cleanup. ✅ standalone m1 quest, chosen over a quic-api child.
  • Older backlog: ✅ the JS early-latest bug, the libav tests, the release auth redirects. ✅ The Biome problems, workspace.test.py, JS benches in the inventory. Not planned: land.yml shell + zizmor.
  • Leftovers: ✅ the trailing EXT-X-GAP, the threaded Apple Sink. Not planned: HLS Broadcaster takeover API, WHIP counting junk RTP.
  • Upstream reports: ✅ none. Plan owning str0m instead.
  • str0m, vendor then replace: ✅ chosen over a fork repo or vendoring alone.
    • GCC goes to moq-congestion, so str0m's BWE is deleted.
    • rustls has no DTLS, so dimpl stays.
    • SCTP: ✅ keep it, vendored so it can be simplified or put on moq-congestion later.
    • DTLS: ✅ 1.2 only, chosen over 1.2 + 1.3.
    • Pacer: ✅ expose moq-congestion's, chosen over a new moq-pacer crate.
    • Packaging: ✅ merge everything into moq-rtc, renamed moq-webrtc, including moq-ice.
    • The cycle with moq-tokio: ✅ move the data-channel transport into moq-webrtc, chosen over two crates or inverting the dependency.
  • Milestones: ✅ as proposed.
  • quic-io-boundary's wait: ✅ require quic-egress-profile, chosen over a new profile quest.

Review

  • Reviewer: quest review, Codex gpt-6.1-sol, medium effort.
  • Round 1 on 482a394f26: 0 findings.

Checks

  • quest check passes, and so does just check origin/main (markdown, gh, quest, shell).

This PR plans the follow-ups from the 2026-10-30 /quest-afk run:

  • New quests: 27, across m0, m1 and m2, including the new m2 epic quest/m2/webrtc/. That epic vendors str0m, dimpl, is and sctp-proto into a renamed moq-webrtc, with DTLS 1.2 only, and folds moq-ice and moq-tokio's data-channel transport into it.
  • Edited quests: 8 (rtc-pacing, rind/rtc, p2p/native-quic, quic-io-boundary, quic-egress-profile, fill-wait-cancel-test, hls-conformance), plus the milestone READMEs.
  • Decisions: all were made by the maintainer in the interview and are recorded in the PR body.
  • Checks: quest check passes, and the local Codex review found nothing on 482a394f26.

Automated review by review (OpenAI)

Reviewed commit: 482a394.

No actionable bugs found in these planning changes. The direction is coherent: isolate regressions into focused quests, keep HLS conformance dependent on the fixes it exercises, measure the QUIC boundary before redesigning it, and stage WebRTC renaming before vendoring and targeted changes. Reusing existing fragment/indexing and pacing paths avoids parallel implementations; keeping the initial vendor import unchanged makes subsequent trimming auditable.

Verification: static review of the changed quest documents and relevant surrounding plans only. No tests, builds, browser interop, platform behavior, or upstream dependency/security claims were independently verified. This review does not establish that the planned fixes are implemented or passing.

Review comments at @quest/m0/ci/pr-feature-builds.md:
- Line 11: Update the feature-shapes-changed selection contract to include the
reverse dependency closure of crates touched by the diff, so dependent crates
are checked when a dependency changes; if that closure is not selected directly,
add an equivalent external-consumer check.
- Line 11: Update the cargo check fallback for isolated builds to deny build
warnings, using CARGO_BUILD_WARNINGS=deny or an equivalent setting supported by
the repository toolchain, so the fallback retains warning-as-error behavior.

Review comments at @quest/m0/ci/workspace-test-env.md:
- Line 11: Update the workspace test environment plan to include
ALLOW_HOST_TOOLCHAIN among the keys to remove, and state that environment

Review comments at @quest/m0/nightly/hang-libav-tests.md:
- Line 11: Update the libav build prerequisite description to identify the
expected artifact, `dist/`, and explain that `js/libav/build.ts` creates it
through `nix build` when Nix is available or by unpacking the published npm

not on whether the Nix build ran.

Review comments at @quest/m1/hls-reinit-same-codec.md:

decoder configuration fields, including coded_width and coded_height, rather
than relying only on hang::same_identity or codec-string changes. Route detected

conformance case passes.

Review comments at @quest/m1/quic-zero-rtt-leftovers.md:
- Line 15: Update the rustls early-data guidance in the quest so it accounts for
caller-supplied configurations passed through with_initial and TryFrom; defaults
alone do not establish that these wrappers can omit their guards or the test
that verifies explicitly enabled early data is rejected.
- Around line 13-16: Update the stale `packet.rs` references in the quest text
to match `PartialDecode::space`, `is_0rtt`, and `Header::space`, or refer to
those symbols without line numbers. Leave the accurate `LongType::ZeroRtt`
reference unchanged.

Review comments at @quest/m2/fill-wait-cancel-test.md:
- Line 29: Update the prerequisite link in the fill-wait-cancel test quest to
point to the quest that owns the subscriber wait change from PR #7135; if the
browser-baseline quest remains linked, mark it Related rather than Required so
unrelated work cannot block this test.

Review comments at @quest/m2/p2p/native-quic.md:
- Around line 24-26: Update the host-gathering and .local-resolution bullets to
use moq-webrtc as their final destination, removing references that direct them
to moq-ice; if the Goal describes the post-rename architecture, update its
moq_tokio::webrtc reference to match.

Review comments at @quest/m2/publish-done-codes.md:
- Around line 9-11: Update the PUBLISH_DONE conversion around from_stream_code
so EXPIRED (0x6) round-trips correctly for both drafts; add a draft-specific
mapping or a separate PUBLISH_DONE conversion, and cover the behavior with tests
for each draft.

Review comments at @quest/m2/quic-dev-dep-path.md:
- Line 5: Update the Goal in the `moq-quic` development-dependency document to
state only that using a path for the `moq-congestion` dev-dependency removes the
test-only release constraint; do not claim this enables publishing without a
registry-compatible runtime release, since `moq-congestion` is also a normal
dependency.

Review comments at @quest/m2/quic-egress-profile.md:
- Around line 17-18: Update the `just bench-profile` invocation in the profile
plan to pass `io-uring-workers` as the runtime argument, ensuring the
measurements use the intended runtime.

Review comments at @quest/m2/rind/rtc.md:
- Line 6: Update the “Wire: unchanged” statement to specify that DTLS support
narrows to DTLS 1.2, while the retained SRTP profiles and DTLS 1.2 cipher suites
remain unchanged.

Walkthrough

The pull request adds and updates quest documents and milestone lists. The plans cover release backports, CI checks, Nightly tests, media and transport behavior, and WebRTC consolidation. They describe proposed work, dependencies, and validation; this pull request does not implement the planned changes.

Priority: Low

Merge Risk: Low · up to 482a3

This pull request only adds planning documents, so it does not change shipped behavior. Several plans, mainly the HLS same-codec fix and the PR feature-build selection, would misdirect implementation if followed as written. Correct those before relying on the plans.

- TS formatting: `sh/gh/cpp.test.ts`, `sh/size/bundles.ts`.
- `noTemplateCurlyInString` in `sh/gh/setup.test.ts:109-119`, whose plain strings hold GitHub's `${{ ... }}`; suppress it there with a reason rather than rewrite the fixtures.

Decided 2026-10-30 (maintainer, follow-up planning after the /quest-afk run). Fix the files and widen the paths in one PR so the gate stays green. Exclude generated or vendored trees (fixtures written by tools, `node_modules`, build output) through `biome.json` rather than by listing directories in two scripts. The bigint `useMathMinMax` false positive in Biome 2.6 belongs to #7305; no upstream report was approved.

Keep just check and just fix on the same Biome scope.

sh/js/workspace.py and js/justfile pass different path lists to Biome. If the change widens only one invocation, the two commands can process different files. Update both invocations and keep shared exclusions in biome.jsonc.

Keep dependent crates in the feature-shape selection.

The existing feature-shapes-changed contract selects crates touched by the diff plus their dependents. The phrase “only for crates whose source changed” can remove that dependency closure. A dependency change can then leave a dependent crate's isolated feature build unchecked. Preserve the reverse dependency closure or define an equivalent external-consumer check. Preserve warning-as-error behavior in the cargo check fallback.

The quest targets unused-item regressions, and the existing feature checks use Clippy with -D warnings. Plain cargo check keeps lint warnings at warning level, so it can pass with dead_code. Set CARGO_BUILD_WARNINGS=deny or use an equivalent setting supported by the repository toolchain.

Pop ALLOW_HOST_TOOLCHAIN too, and scrub before the test overlay.

The planned key list omits ALLOW_HOST_TOOLCHAIN, but sh/dispatch-query.test.py pops it. sh/dispatch.sh requires IN_MOQ_DEV_SHELL or ALLOW_HOST_TOOLCHAIN for ci runs outside the dev shell. sh/js/workspace.test.py sets ALLOW_HOST_TOOLCHAIN="1" in the environment it passes to sh/dispatch.sh ci. Reported by the agent on [moq-dev/moq#7061](https://github.com/moq-dev/moq/pull/7061): `just ci` passed except these two tests, which also failed on main's identical JS tree. Reproduce first; the cause isn't confirmed.

The likely cause: both tests call `polyfill()` (`js/hang/src/util/libav.ts:16`), which imports `@moq/libav`. That package's entry point is `./dist/libav-opus-aac-af.mjs`, and `dist/` exists only after `js/libav/build.ts` runs `nix build .#moq-libav`.

Correct the libav build prerequisite.

js/libav/build.ts materializes dist/ from nix build when Nix is available, but it unpacks the published npm tarball when Nix is absent. Therefore, dist/ does not exist only after nix build .#moq-libav. Describe both paths and base the setup decision on the expected artifact. (raw.githubusercontent.com)

Found by the conformance test in [moq-dev/moq#7387](https://github.com/moq-dev/moq/pull/7387): after `video1` switches from 320x180 to 480x270 with the same codec string, the export keeps the old segment tag and init. The 480x270 segments are served under the 320x180 init with no in-band parameter sets, so they don't decode, that rendition's first segments are never listed, and its recording cursor fails with `RecordingLagged`. When the codec string also changes, the importer makes a new rendition name and everything passes.

Decided 2026-10-30 (maintainer, follow-up planning after the /quest-afk run). Treat a change of the rendition's decoder identity (the same fields hang's `same_identity` compares) as a new instance in the export, as a codec-string change already is. Reuse the existing instance-replacement path rather than adding a second one. The conformance test's `video1` case is the regression test; it must pass with the same-codec switch restored.

Compare exporter decoder configuration, not only catalog identity.

The reported case changes coded_width or coded_height while keeping the codec string. The catalog contract allows those fields to change in place, so hang::same_identity does not identify this transition. Define the exporter fields that require a rendition replacement, including dimensions. Otherwise, an implementation that follows this plan literally can leave the same-codec regression unfixed. Follow-up of [moq-dev/moq#7396](https://github.com/moq-dev/moq/pull/7396), which did this for MALFORMED_TRACK (0x12). The stream-reset codes already map both ways in `rs/moq-net/src/ietf/error.rs:30-75`; only PUBLISH_DONE doesn't use them.

moq-quic declares moq-congestion under normal [dependencies] as well as [dev-dependencies]. Changing only the development dependency removes an extra test-only constraint.
