quest: plan Delay on subscriptions, JS owed waits, audio reach-back, lite drop-count tails, and an SPS recheck - #7426
quest/m2/audio-latest-reach-back.md [S]: moq_audio's Start::Latest starts at live edge − (min + warmup).
quest/m2/lite-tail-drop-count.md [M]: from lite-05, moq-lite session tails count SUBSCRIBE_DROP instead of waiting ledger::GRACE.
quest/m2/sps-fuzz-h264-reader.md [XS]: re-run the SPS fuzzer once moq-dev/moq#7398 moves H.264 SPS parsing onto h264-reader.
Rule edits
AGENTS.md: "Feature PRs add their migration notes under ## Unreleased; only the release cut writes version sections."
rs/moq-net/AGENTS.md: "Nothing in moq-net is local-only: every field and behaviour in its API survives the wire… A local-only knob belongs in a crate above moq-net."
Decisions (maintainer, 2026-10-30)
Picked: ✅ Subscription uses Delay, ✅ Dart/Go/C defaults (folded into it), ✅ JS ordered waits owed, ✅ audio Latest reach-back, ✅ lite tail drop count, ✅ SPS recheck on h264-reader, ✅ the AGENTS MIGRATE wording.
Not planned: the publish-ui version tests, because quest/m0/interop-green/stale-browser-tests.md already owns them.
Milestones: ✅ Delay move m1; ✅ JS waits m1, with the rest in m2.
min on the wire: ✅ min goes on the wire if Delay lives in moq-net, and stays local if it lives in moq-mux. It's in moq-net, so min is on the wire, and the moq-net AGENTS rule records the principle.
Re-land (2026-10-31)
quest land ejected the batch on check gh (main's unregistered pullfrog.yml), not on this PR. Main also gained conflicting quest edits. None of moq-dev/moq#7403, moq-dev/moq#7311 or moq-dev/moq#7349 has landed, so nothing upstream changed these quests' prerequisites.
Merged origin/main with no hand resolution; the quest merge driver handled the link lists.
No moq-mux re-export of Delay, since AGENTS.md forbids compatibility shims.
Lite-01..06 and moq-transport treat min as not stated, following carries_max_delay (rs/moq-net/src/lite/subscribe.rs:113). That min is excluded from the merged smallest.
Unlimited stays expressible: Dart defaults to Duration.zero, so an explicit null stays unlimited; Go and C gain an explicit unlimited flag.
m1: subscription-delay is listed before Finalize moq-lite-07, which requires it.
audio-latest-reach-back: relates to audio-join-budget, which edits the same joining_latest path.

Checks
quest check passes.
just check origin/main passes, including check gh.
No additional actionable bugs found in this planning/documentation change. The temporary re-export in quest/m1/subscription-delay.md:11 unnecessarily schedules a second API removal; the existing independent finding already covers updating callers directly instead, so I am not duplicating its inline comment.
Overall direction: one shared Delay shape, matching JS's owed-group behavior to Rust, and reusing container start resolution reduce divergent implementations. Gating the lite-07 cut on the new wire field is appropriate. The plans explicitly retain the legacy-version and unaccounted-tail decisions for implementation rather than assuming them solved.
Verification limits: static inspection of the changed plans/rules, linked prerequisite plans, and ledger behavior only. No code, tests, fuzzing, or interoperability checks were run; this review does not establish correctness of the future implementations.

Important
The binding-defaults plan in subscription-delay.md cannot reach its own Goal as written: it makes an omitted/zero max mean 0 in Dart, Go, and C while the semantics it cites keep unlimited as the FFI null. Those two cannot both hold for the same representation. Details inline.

A docs-only quest-plan PR (10 files) that adds six quests and edits two AGENTS.md rules.
quest/m1/subscription-delay.md — move Delay { min, max } from moq_mux::container into moq_net::track, rename max_delay to delay.max (~1050 Rust / ~637 JS references), put min on the lite-07 SUBSCRIBE/SUBSCRIBE_UPDATE wire, and make an omitted max mean 0 in Dart, Go, and C.
quest/m1/js-ordered-owed.md — port #7403's owed-group ordered wait to @moq/net.
quest/m2/audio-latest-reach-back.md — moq_audioStart::Latest starts at live edge − (delay.min + warmup).
quest/m2/sps-fuzz-h264-reader.md — re-run the SPS fuzzer once #7398 moves H.264 parsing onto h264-reader.
Rule edits — root AGENTS.md MIGRATE wording (matches CONTRIBUTING.md:97), and rs/moq-net/AGENTS.md "nothing in moq-net is local-only".
Verification — every cited PR exists and matches its use (#7403, #7311, #7313, #7398, #7425, #7424); every referenced quest file exists; ledger.rs:19 is the 1 s GRACE; both README appends are at the end of their lists.

Walkthrough
The changes update repository guidance and add quest plans for subscription delay, JS ordered reads, audio start resolution, moq-lite tail accounting, and SPS fuzzing. They also add these quests to the M1 and M2 required-work lists. The changes describe planned work; they do not implement the described runtime behavior.
Merge Risk: Low · previous review d9bbb
This PR only adds planning documents and repository guidance, so nothing ships to users. A few plans leave details open, such as how the new minimum delay behaves on older protocol versions and how the audio start position is computed, and one index entry is out of order. These are worth tightening, but they do not block merging.

Define the duration-to-group start rule.
delay.min + warmup is a duration, but the current latest-start code selects a group sequence. Audio uses live_edge.group..; video applies an explicit group-count lookback before constructing moq_mux::container::Consumer. Define the timestamp-to-group mapping, rounding, retained-history bound, and owning API. If the container owns this behavior, add that API instead of referring to an existing helper. Otherwise, audio can implement a different conversion.

Define how an unlimited-budget hole stops blocking.
Line 12 allows an unlimited budget to wait until the hole resolves, but it does not define what resolves a never-produced, evicted, skipped, or aborted group. The referenced Rust contract requires recorded dispositions to stop owed-group waits, including when the feed ends. Add these termination rules to this plan. Otherwise, a subscribed JS ordered reader can remain pending indefinitely.

Reviewed the plan changes since d9bbb74, separating the main-branch merge from this update. No new actionable bugs found.
The previously referenced re-export finding is fixed: callers now move directly to the new path. The binding plan also explicitly preserves an unlimited form while making omitted/zeroed defaults finite, and it now distinguishes unsupported wire min from an explicit zero. The linked audio-join-budget work correctly covers a separate wire-budget problem in the same start path.
Overall direction is improved: no temporary compatibility alias, explicit legacy-wire semantics, and coordinated audio follow-ups rather than duplicate start logic. Verification was static inspection of the changed plans, prerequisite link, and cited carries_max_delay precedent. No tests, fuzzing, or interoperability checks were run; the future implementation remains unverified.

Important
The new AGENTS.md migration-notes rule tells feature PRs to write under ## Unreleased, which reverses a decision landed on main hours earlier in three files that say the opposite. Details inline.
Reviewed changes
Re-reviewed the delta since the prior Pullfrog review (d9bbb74ef4): the review-fix commit baebaacb2d plus the origin/main merge. Docs-only quest-plan PR.
Reconciled the Delay binding plan (quest/m1/subscription-delay.md): an omitted/zero max becomes 0 while unlimited stays expressible (Dart defaults to Duration.zero; Go's nil and C's unset present gain an explicit unlimited flag), Delay moves with no compatibility re-export, and lite-01..06 and moq-transport treat min as "not stated" via the carries_max_delay precedent.
Ordered the quest links (quest/m1/README.md, quest/m1/lite07-finalize.md, quest/m2/README.md) so subscription-delay precedes lite07-finalize and the three new m2 quests are indexed.
Cross-linked quest/m2/audio-latest-reach-back.md to audio-join-budget, the other Start::Latest join fix in the same joining_latest path.
Merged origin/main into the branch, bringing unrelated quest entries.
Both prior Pullfrog threads (binding defaults, audio cross-link) are addressed and resolved.

This new rule reverses the wording landed in bdc47852ad (this branch's base) and contradicts three files on main that record a 2026-10-30 decision to stop writing per-PR Unreleased notes: quest/m0/ci/README.md:78-80 ("MIGRATE.md Unreleased sections, a top source of conflicts, stop being written per PR"), quest/m0/ci/land.md:40-41 ("migration notes stay in PR Impact sections"), and quest/m2/release/migrate-audit.md:15-16 ("PRs into main no longer write MIGRATE.md entries"). As written, the rule (AGENTS.md:62) directs contributors to recreate the exact conflict source that quest land batching just eliminated.
Technical details
# AGENTS.md migration-notes rule contradicts the quest-land decision## Affected sites-`AGENTS.md:62` — new rule: "Feature PRs add their migration notes under `## Unreleased`"
-`quest/m0/ci/README.md:78-80` — decided 2026-10-30: Unreleased sections "stop being written per PR"
-`quest/m0/ci/land.md:40-41` — "migration notes stay in PR Impact sections until the release migration audit"
-`quest/m2/release/migrate-audit.md:15-16` — "PRs into `main` no longer write `MIGRATE.md` entries (decided 2026-10-23)"
## What's wrong
The three quest lines were written in `bdc47852ad` (2026-10-30 08:59); the AGENTS edit is `8c7669e7f0` (2026-10-30 16:47) and its removed predecessor matched them. The PR description records the AGENTS wording as an intentional pick but does not mention reversing the quest-land decision, so either the rule reverted by mistake or the quests are now stale.
## Required outcome
Reconcile the two: either restore the prior AGENTS wording ("Only the release cut writes MIGRATE.md sections; leave existing Unreleased notes for that cut to consume."), or, if per-PR Unreleased notes are intended again, update `quest/m0/ci/README.md`, `quest/m0/ci/land.md`, and `quest/m2/release/migrate-audit.md` in the same PR.
## Open questions for the human- Is the 2026-10-30 "stop writing per-PR Unreleased sections" decision still current, or has it been reversed?
Maintainer decision (2026-10-31, /quest-plan of the 10-31 follow-ups) for quest/m1/subscription-delay.md: merged subscriptions keep taking the smallestmin. The maintainer's reasoning: delivery order comes from priorities, which send newer data first, and start/end are only the bounds. If min is used for anything upstream, it decides how often data has to be flushed over the wire. It never decides reach-back. Please record this line in the quest's Plan so the question doesn't come up again.
quest land removed this pull request from the queue: the batch check failed (exit 1).

66 - Decide a fast or supported path at setup from known capabilities, and error otherwise. No API tries a path at runtime and silently falls back, and reporting which path ran is not a fix.

fixer result written
The fixer handed back moq-dev/moq#6634 because the PR's quest plan says
"agents do not push tags", and moq-dev/moq#7426 for a new AGENTS.md
rule. Guidance a PR adds for contributors or agents in general is
ordinary content; a handback is for content that targets the fixer, its
result, or its environment.

This plans the follow-ups from moq-dev/moq#7403, moq-dev/moq#7311 and moq-dev/moq#7313, and adds two AGENTS.md rules.
New quests
quest/m1/subscription-delay.md[L]: every subscription API takesDelay { min, max }, andDelaymoves into moq-net.mingoes on the lite-07 SUBSCRIBE, so lite07-finalize now requires this quest.quest/m1/js-ordered-owed.md[S]: @moq/net ordered reads wait only on owed groups, matching Rust's fix(net): ordered reads wait only on groups a subscription still owes; max_delay defaults to 0 #7403.quest/m2/audio-latest-reach-back.md[S]: moq_audio'sStart::Lateststarts at live edge − (min + warmup).quest/m2/lite-tail-drop-count.md[M]: from lite-05, moq-lite session tails count SUBSCRIBE_DROP instead of waitingledger::GRACE.quest/m2/sps-fuzz-h264-reader.md[XS]: re-run the SPS fuzzer once moq-dev/moq#7398 moves H.264 SPS parsing onto h264-reader.Rule edits
AGENTS.md: "Feature PRs add their migration notes under## Unreleased; only the release cut writes version sections."rs/moq-net/AGENTS.md: "Nothing in moq-net is local-only: every field and behaviour in its API survives the wire… A local-only knob belongs in a crate above moq-net."Decisions (maintainer, 2026-10-30)
quest/m0/interop-green/stale-browser-tests.mdalready owns them.minon the wire: ✅mingoes on the wire ifDelaylives in moq-net, and stays local if it lives in moq-mux. It's in moq-net, sominis on the wire, and the moq-net AGENTS rule records the principle.Re-land (2026-10-31)
quest landejected the batch oncheck gh(main's unregisteredpullfrog.yml), not on this PR. Main also gained conflicting quest edits. None of moq-dev/moq#7403, moq-dev/moq#7311 or moq-dev/moq#7349 has landed, so nothing upstream changed these quests' prerequisites.origin/mainwith no hand resolution; the quest merge driver handled the link lists.Delay, sinceAGENTS.mdforbids compatibility shims.minas not stated, followingcarries_max_delay(rs/moq-net/src/lite/subscribe.rs:113). Thatminis excluded from the merged smallest.Duration.zero, so an explicitnullstays unlimited; Go and C gain an explicit unlimited flag.audio-join-budget, which edits the samejoining_latestpath.Review
