Releases 1.3.6 from release/1.3. Stacked on #42; retarget to release/1.3 once #42 merges. Bumps workspace.package.version and the internal path-dep pins to 1.3.6 and adds its CHANGELOG-MOQ.md entry:

Public API: none. Wire: none. Parent unchanged. cargo test --workspace --locked passes locally.

Publishing. After this merges, tag the merge commit v1.3.6 and push the tag; the moq-release workflow publishes the four crates on the tag.

#40 is not yet in a 2.x release either; moq-dev/moq main no longer depends on noq, so a 2.0.6 is optional.

Closing: the release line will not be patched. The next MoQ release cut from main carries the acknowledged-close fix through moq-tokio, so 1.3.6 is not needed.
