Adds a planned item to quest/m0/host-land/triage.md: collect a finished fixer's result without waiting for the running batch.

Change

On 2026-10-31 moq's fixer finished at 14:55. It had repaired moq-dev/moq#7383 by following a base rename, and cleared seven collateral PRs. The daemon collects fixer results only between batches, so those PRs stayed out of the queue behind a check that started at 14:54 and ran about 45 minutes.

Decisions

Decided 2026-10-31 by the user in /quest-plan: ✅ add it to triage, which already moves the fixer ahead of ejections. Rejected: its own m0 quest, or dropping it.

Review

quest review --base origin/main (Codex), round 1 on head e616f73: no findings. quest check and Prettier pass.

minutes behind the running check.

Walkthrough

The plan now specifies that the daemon collects finished fixer results while a batch is running. Requeued PRs enter the next batch after their results are collected.

Merge Risk: Low · up to e616f

The plan should define these boundaries before implementation to avoid delaying requeued PRs or conflicting with active batch state.

(user, 2026-10-31). On 2026-10-31 moq's fixer finished at 14:55, having
fixed [moq-dev/moq#7383](https://github.com/moq-dev/moq/pull/7383) and
cleared seven collateral PRs, but the daemon collects results only between
batches, so those PRs stayed out of the queue behind a check that started
at 14:54 and ran about 45 minutes. Requeued PRs then join the next batch
as soon as they are collected.

Define the polling and batch-boundary contract.

The planned behavior requires collection during an active batch. Calling collectFixers once per daemon iteration will not do this because the daemon awaits it before resolvePreparedQueue and serveBatch. Specify how collection synchronizes fixer-state mutations with batch planning, preserves the in-flight batch, and triggers the next queue resolution after collection. Otherwise, requeued PRs can wait for the next batch or conflict with batch state.
