The planned behavior requires collection during an active batch. Calling collectFixers once per daemon iteration will not do this because the daemon awaits it before resolvePreparedQueue and serveBatch. Specify how collection synchronizes fixer-state mutations with batch planning, preserves the in-flight batch, and triggers the next queue resolution after collection. Otherwise, requeued PRs can wait for the next batch or conflict with batch state.
