ci: avoid the slow Azure Ubuntu package mirror - #61
Ubuntu package downloads exhaust CI job budgets before the smoke tests can run. Remove Azure from the hosted image's existing apt mirror list in the smoke and external-relay jobs, retaining the Ubuntu archive and security mirrors for system and Playwright dependencies.
The delay reproduces on main: the Nix job spent 43m45s fetching 113 MB at 43.2 kB/s. In the later relay job, Ubuntu downloads ran at 52.1 kB/s while apt.moq.dev delivered 20 MB at 21.8 MB/s. Both ran in westus3; other regions downloaded the same dependencies in seconds. The logs identify the Azure mirror/path as the bottleneck, without distinguishing the mirror server from its network route. See also actions/runner-images#12949.
Validation:
nix develop --command just check, explicit actionlint, and git diff --check pass.
Cargo CI in westus3 passed end to end. System packages: 114 MB in 34s; Playwright packages: 25.9 MB in 5s.
Apt CI also passed end to end. System packages: 114 MB in 26s; Playwright packages: 25.9 MB in 5s.
Docker CI finished Ubuntu downloads in seconds, then hit the existing libmoq/moq-gst release-discovery failures addressed separately in moq-dev/smoke#62. Other jobs were still running when this evidence was recorded.
No retry counts or timeouts change. Independent of moq-dev/smoke#60.

Walkthrough
The pull request adds a composite action that checks the Ubuntu mirror-list reference, removes Azure archive HTTP entries, requires a nonempty mirror list, and prints the result. The smoke job invokes the action on Linux runners. The relays job invokes it on its Ubuntu runner.
