🎨 Palette: [UX improvement] Add aria-label to follow-up textarea

💡 What: Added an aria-label to the follow-up message textarea in web/components/session-drawer.tsx.
🎯 Why: The textarea only had a placeholder, which is insufficient for screen readers. Providing an aria-label ensures the input is properly announced.
📸 Before/After: N/A (non-visual change)
♿ Accessibility: Improves screen reader support for the session drawer form field. Also added a journal entry in .jules/palette.md noting that placeholders do not replace explicit labels.
