Stacked on #2220 in GitHub stack #2229. Adds a one-based, witness-relative lane for the approved overall height dimension. The height rung is submitted to the shared whole-ink assignment; unavailable lanes report the requested rank and concrete blockers against the approved measurement. The existing automatic height ladder is unchanged.
Local review/preflight: real A4 drawing proves lane 2 places the complete dimension farther out than lane 1, with no drop; no-solver refusal is tested. 67 height/side/source-shape tests, 63 architecture/compiler-boundary tests, full mypy, Ruff, codespell, strict docs build, and 100% changed production-line coverage pass. Merge atomically with stack #2229 only when every required check is green.
