Add Actuator Setup as the first shelf action. Selecting USB and scanning creates a separate resizable card for each responding servo, with direct Set ID, live position and torque feedback, captured Min/Max, saved poses, and explicit Arm/Stop controls. The responsive slider commands the exact captured endpoints in either tick direction.
The backend owns scanning, card synchronization, and control routing. Robot, drivers, and motion packages own calibration and hardware operations. Physical motion remains explicitly armed, bounded by calibration, and stopped on stale feedback or lost controls.
Validation: 605 core tests completed (8 skipped); 33 editor tests pass; editor build passes; actuator template validates. Package validation: robot 205 passed / 2 skipped, drivers 74 passed, motion 90 passed. Automated movement tests use mocks.
Supporting changes: temiroff/blacknode-motion#7 and temiroff/blacknode-drivers#13, plus the blacknode-robot actuator setup branch. This PR includes the official node catalog entries needed by package CI and merges before the drivers and robot PRs.
Runtime release: no managed Runtime release is required for this Local USB workstation workflow. The device source lock is unchanged. This publishes source changes through the owning repositories.
