Mirrors the engine fixture: adds CSDK-115 to
claude_sdk/subagent_safety.yaml, and updates the CLAUDE.md and README mentions.The manifest
schema_versionis set to 27, which is provisional. Renumber if #261 or #264 merges first (see the engine PR).Merge order
Engine, then rules, then rulebook. Do not merge this PR before the rationale doc PR is ready, because the rulebook gate fails on a shipped rule without a doc.
